Position : Associate Planner

Job Description : Starting Hiring Range: $60,372.83 to $63,995.20
DEFINITIONAssist in the activities associated with various aspects of the City’s current planning program, such as processing advanced land use applications, maintaining and creating maps and other planning related graphical information, informing the public of planning regulations and procedures, conducting research and analysis for a variety of planning activities, and drafting Land Use & Development Code, and Zoning Map Amendments. This position must work well independently and with teams while providing excellent, respectful customer service and human relations skills, which support the City of Brighton’s mission and values.
SUPERVISION RECEIVED AND EXERCISED
This position works under the direct supervision of the Assistant Director of the Community Development Department.
EXAMPLES OF ESSENTIAL DUTIES AND RESPONSIBILITIES

Provides customer service regarding general information related to zoning and development review processing to the public via telephone, front counter and/or e-mail communications.
Acts as a case coordinator on advanced land use cases, which includes consultation with the applicant, posting, publishing, coordination with other departments and service providers.
Reviews and analyzes applications with respect to the City’s regulations, requirements of service providers, and good planning practices.
Writes staff reports, resolutions and ordinances for land use cases which typically include: background research, a thorough analysis, and staff recommendations.
Advises residents, applicants, other department staff and Board and Commission members on zoning and planning regulations, and policies and procedures.
Prepares and updates graphics and maps.
Reviews, interprets, and analyzes permits and other administrative applications for compliance with zoning requirements.
Reviews sites for verification of development completion according to approved plans.
Conducts background research and assists in the preparation of reports for short-term, long-term, and special projects as assigned.
Attends meetings and makes presentations to appropriate boards or commissions including the Board of Adjustment, Planning Commission and City Council.
Negotiates and recommends agreements with applicants in matters related to annexations and development proposals.
Drafts and processes amendments to the City’s Land Use & Development Code and Zoning Map.
May assist with tasks related to Historic Preservation.
Performs other duties and responsibilities as assigned.

QUALIFICATIONS
Knowledge of:

Land use issues and modern planning practices (theoretical and practical).
Colorado Statutes relative to planning as well as other state and federal land use laws, typical development regulations governing zoning, subdivisions, flood-plain management, and infrastructure development.
Legal terminology and case law related to planning.
Code development and zoning map amendments.
Research methods and analysis related to urban growth, development, and planning.
Microsoft Office Products (Word, Excel, PowerPoint) and Google Workspace (G Suite).
A working knowledge of Geographical Information Systems (GIS) and/or other planning related applications is desirable.

Ability to:

Provide strong customer service.
Write and speak in a clear and effective manner.
Make formal and informal presentations in front of the public, and/or boards and commissions.
Be a decisive and strong communicator with the ability to deal effectively with staff and citizens.
Learn laws, codes, and ordinances related to the fields of planning and zoning.
Analyze and compile technical and statistical information.
Analyze deficiencies in codes and maps, and to prepare amendments thereto.
Establish and maintain effective working relationships with those contacted in the course of work.
Manage multiple projects simultaneously.
Work autonomously and with a team when necessary.
Adapt and respond to changing conditions and demands.

EDUCATION AND EXPERIENCE
Bachelor’s degree from an accredited college or university in Planning or a related field. Master’s degree in city planning or related field preferred. Two (2) years of progressively responsible local government experience in land use, urban planning, and comprehensive planning; or an equivalent combination of education, training, or work experience that produces the knowledge, skills and abilities to perform the essential duties and responsibilities of the position. American Institute of Certified Planners (AICP) certification preferred.
PHYSICAL REQUIREMENTSThe employee must occasionally lift and/or move up to twenty-five (25) pounds.
SPECIAL REQUIREMENTS

Possession of a valid Colorado driver’s license with a safe driving record.
Bilingual English/Spanish preferred.
Ability to complete FEMA IS 100 and IS 700 training within six (6) months of hire.

Job Type: Full-time
Pay: $60,372.83 – $82,710.78 per year
