TRUST LAND MANAGEMENT DIVISION: The Trust Land Management Division administers and manages the state trust timber, surface, and mineral resources for the benefit of the common schools and the other endowed institutions in Montana, under the direction of the State Board of Land Commissioners. The division is divided into four primary management programs: Agriculture and Grazing (including Recreational Use), Forest, Minerals, and Real Estate Management.
Job Overview:
The Royalty Auditor conducts audits of royalties reported and paid by companies who have leased state lands for producing oil, gas, coal, and other types of minerals. Duties include researching, examining, and verifying data on assigned audits, participating in informal conference calls, and providing a range of lessee program support services. The incumbent plans, schedules, and conducts audits, assists with the development of audit programs and procedures, and drafts summary reports of audit findings.

Essential Functions and Responsibilities
Audit Examination:
Initiates, in collaboration with and at the request of the lead auditor, proceedings to determine the selection of audit candidates. Additional data may be gathered to determine if a field audit is appropriate.
Initiates audits, in collaboration with and at the request of the lead auditor, by sending an audit engagement letter to the payor and lessee.
Conducts unsupervised complex state lands royalty audits as assigned, using the Audit Program manual as a general guideline. Reviews the operations of the royalty payor. These steps involve pre-audit, document review, post audit (write-up), and other audit related activities.

Royalty Payor and Program Support Services:
Provides assistance to payor/lessee in preparing royalty reports. Explains the state laws, rules, and regulations as they pertain to paying royalties on state lands.
Provides input in the design of new reports, manuals, forms, and the audit program to enhance and improve payor compliance.

Qualifications:
Minimum Qualifications (Education and Experience):
The minimum level of education and job-related work experience needed as a new employee on the first day of work is a bachelor’s degree in accounting, finance, business administration, or public administration supplemented by coursework in accounting. Prior work experience in accounting or auditing is a plus but is not required to be considered for this position. Other combinations of education and experience will be evaluated on an individual basis.
This position requires knowledge of accounting and auditing standards, principles, and practices; financial analysis; investigative methods and procedures; state trust land laws, rules, and regulations; business practices; use of computer applications related to accounting and finance. Skills in researching and analyzing data from multiple sources; analyzing various financial, technical, and legal documents; multi-tasking; paying attention to details and accuracy; managing multiple deadlines; providing timely and effective written and oral directions; and word processing, spreadsheet, and database applications are required. Deductive and inductive reasoning skills are required abilities to solve complex problems. Incumbent is required to make decisions based on the relative cost and benefits of potential actions. To perform successfully as a royalty auditor, the incumbent must be self-motivated, possess a strong work ethic, maintain a positive attitude, and enjoy working with the public.
SPECIAL INFORMATION: Candidates must be eligible to work in the United States. A valid driver’s license is required with less than 12 conviction points in the most recent completed 36 months.

ELIGIBILITY TO WORK: In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States. Examples of such documentation include a birth certificate or Social Security card along with a driver’s license or other picture I.D., or a U.S. passport, or a “green card”.

Applicant Pool Statement: If another department vacancy occurs in this job title within six months, the same applicant pool may be used for the selection.

Training Assignment: This agency may use a training assignment. Employees in training assignments may be paid below the base pay established by the agency pay rules. Conditions of the training assignment will be stated in writing at the time of hire.
