The Accounting Services Division (the Division) within the City of Toronto is responsible for providing accounting advice, performing complex accounting analysis, delivering on the City’s financial reporting obligations, including the preparation of the annual consolidated financial statements, ensuring that all transactions are accounted for in accordance with Public Sector Accounting Board standards.
As a Business Analyst, you will support key division and corporate-wide priorities and initiatives, working on assigned sub-projects that support the Division’s mandate. The Business Analyst will contribute to project and operational deliverables. The Business Analyst will support business process reviews and analysis, reporting and analytics reviews and all associated training that drive changes to improve service delivery and enhance compliance to public sector accounting standards.
Leveraging your strengths as an Analyst, you will initiate and conduct industry and business research and analysis applicable to the developments within the accounting industry, corporate policies and accounting best practice. You will identify and document a range of feasible methodologies and practices to support the implementation of sub-projects that assess and integrate processes, technologies, and business requirements and measure the cost and effectiveness of service delivery solutions. You will also develop and manage strategic business and operational planning activities such as writing detailed business cases, developing KPI and statistical reports, and service delivery plans that support budget and resource allocations and/or recommend changes to programs, policies and procedures.
As an excellent communicator, and collaborative in approach, you will support the Director and management team in leading interdepartmental teams and working groups ensuring effective teamwork to identify and review performance measures for validity and relevance, enhance compliance to organizational policies and procedures and propose appropriate revisions that align with divisional and corporate initiatives. You will work collaboratively with key stakeholders to develop and document accounting and operating policies and procedures and develop appropriate training programs.
Among the many strengths you bring to the role of Business Analyst, the following are the key qualifications of the position:
Post-secondary education in Business Administration, Business Analysis, Project Management, or an equivalent combination of education and experience.
Considerable experience in documentation and process design techniques, process improvement methodologies, and project management methodologies.
Considerable experience in the development, implementation and support of program reviews, business process recommendations for organizational design.
Considerable experience with policy and training development, dashboards, KPI development and statistical reports that meet project and client objectives.
Ability to analyze statistical data, reports, research materials and ability to prepare, organize and present information.
Ability to exercise independent judgement and discretion in dealing with confidential matters.
Effective decision-making, conflict resolution and program solving skills, demonstrating innovation with a results-oriented approach.
