Purchases goods, materials, supplies, and services on terms that are in the organization’s best interest. Conducts research on potential suppliers and vendors, promotions, and other industry trends as a source of accurate and up-to-date information for purchasing activities.

Qualifications
EDUCATION – High School Diploma or GEDEXPERIENCE –Three years of buying experience in a healthcare setting. Must have knowledge of an Enterprise Resource Planning system.EQUIVALENCY – A degree may substitute experience on a year for year basis.
ESSENTIAL FUNCTIONS
An employee in this position may be called upon to do any or all the following essential functions. These examples do not include all the functions which the employee may be expected to perform.
Solicits bids, analyzes quotations received, and selects or recommends supplier. May interview prospective vendors.
Purchases items and services at the most favorable price consistent with quality, quantity, specification requirements, and other factors. Normally purchases are not reviewed when they are consistent with experience, and are in conformance with established rules and policies. Proposed purchase transactions that deviate from the usual or from experience in terms of prices, quality of items, quantity of items, etc., or that may set precedents for future purchases, are reviewed by higher authority prior to final action.
Enters data into databases or other computerized systems to maintain up-to-date supplier and vendor information; to track purchase and the status of orders and deliveries; and to generate purchasing reports and statistics.
Monitors the quality and timeliness of materials and goods supplied; follows-up on the status of purchase orders with vendors to ensure timely delivery and communicate status of orders with internal customers.
May be responsible for locating or promoting possible new sources of supply. Is expected to keep abreast of market trends, changes in business practices in the assigned markets, new or altered types of materials entering the market, etc.
Employ various strategies to minimize freight, installation and other ancillary expenses. Facilitate the return of misdelivered or non-conforming product. Some buyers may also sell or dispose of surplus, salvage, or used materials, equipment or supplies.
Performs other duties as requested by supervisor.
SCOPE AND LEVEL
Guidelines: Developmental, standard, or intermediate level. Guidelines are generally numerous, well established, and directly applicable to the work assignment. Work assignment and desired results are explained by general oral or written instructions.
Complexity: Falls between the entry and full performance/senior level. Duties assigned are generally repetitive and restricted in scope but may be of substantial intricacy. Employee primarily applies standardized practices.
Decision Making: Decisions or recommendations on non-standardized situations are limited to relating organizational policies to specific cases. Brings non-routine issues to supervisor. Problems that are not covered by guidelines or that are without precedent are taken up with the supervisor.
Communications: Contacts with team members, clients or the public where explanatory or interpretive information is exchanged, gathered, or presented and some degree of discretion and judgment are required within the parameters of the job function.
Supervision Received: Under normal supervision, within a standardized work situation, the employee performs duties common to the line of work without close supervision or detailed instruction. Work product is subject to continual review.
