JOB SUMMARY:

Responsible for the administration of the Child Support Services program and it functional areas of Accounting, Locate, Establishment, Enforcement, Foster Care and Interstate. Supervises the coordination of child support enforcement functions and ensures that children are receiving the financial support they deserve by planning, organizing, and implementing the proper use of location methods, child support collection techniques, and support payments within federal and state regulations. Responsible for the accomplishment of goals and objectives of the Child Support Services program. Ensures that the Child Support Specialists are correctly performing their outlined job duties.

Essential Duties

ESSENTIAL JOB FUNCTIONS:

Works with multi-functioning front line staff to establish team and individual goals and objectives; plans daily operations; makes recommendations to higher level supervisor on resources, needs, and operations.

Arranges work operations and assigns work to first line staff; operationalizes work processes in accordance with prescribed work procedures and methods. Ensures that calls are being returned within prescribed time frames and follow-up work is being completed as needed. Ensure that all staff maintains a high level of customer service at all times.

Develops and/or explains procedures. Completes quality review on child support cases to ensure appropriate action is taken on individual cases.

Meets with staff on a regular basis to coach, motivate, convey information, interpret rules and regulations, policies, and procedures and to give instructions either verbally or in writing.

Establishes staff performance plans and individual outcome goals; evaluates progress by performance ratings and makes recommendations to correct problems or improve performance. Provides appropriate staff rewards and recognitions.

Creates an environment where staff are motivated and empowered to achieve success. Regularly encourages professional development activities.

Assists in interviewing, hiring, and training new employees; approves, limits, or denies leave requests; processes recommendations for promotions, transfers, or dismissals of team staff.

Reviews program standards to ensure compliance with mandated regulations, identifies problem areas, and discusses and provides training as needed.

Works directly with data processing unit to determine the automated needs of the child support unit; performs upgrades/installation of various hardware and software; solves basic network, computer, and printer problems; maintains Document Generation operation and periodically updates software.

Works with child support bookkeeper to identify payment-processing problems; communicates the information to the Family Support Registry with ideas on how to resolve problem; responds to requests from Family Support Registry to have cases transitioned and/or correct problems with cases.

Oversees genetic testing performed at MCDHS; works as liaison with genetic testing company to resolve problems; gathers needed information; ensures that genetic testing is properly completed.

Responds to status inquiries and complaints; and requests for administrative reviews as required. Performs administrative reviews within prescribed time frames.

Establishes and maintains an effective working relationship with the State Division of Child Support Services and other County Child Support Services offices

Responsible for maintaining a working relationship with child support attorney through regular meetings and problem resolution.
Distributes court cases from attorney; reviews problems cases with him; disseminates information to staff in order to alleviate problems.

Is an active participant in child support committees.

Establishes and maintains a collaborative relationship with supervisors and staff within the agency and division to assure the delivery of accurate and efficient agency services and to support meaningful customer outcomes.

Dedicated to leading others through accountability and responsibility, along with nurturing an organizational culture based on trust and integrity.

Communicates and listens effectively with all stakeholders to foster a transparent workplace based on open, honest, and respectful practices.

Conducts self in accordance with department values.

Establishes and directs the needs based-budget of the Child Support Services section. Presents budget requests to the Division Director.

Serves as backup bookkeeper.

Performs other related duties as assigned.

Minimum Requirements

Education and Experience:

Associates Degree in social work, public administration, or a related field or four (4) years of experience in the legal field, human services, or related field. Experience in child support establishment and enforcement preferred. Knowledge of paralegal practices desired.

Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

Supplemental Information

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:

This position requires standing, stooping, sitting, bending, twisting, and lifting up to 10 pounds.

Work is generally confined to a standard office environment.
