Job Description : LOCATION: Tribal Defenders Department

Pablo, MT.

SALARY: $23.28 per hour

SPECIAL CONDITIONS:

This is not a Testing Designated Position (TDP) within the definition of the CSKT Drug Testing

policy. The successful applicant, if not already employed by the Tribes must pass a

prehire drug test.

This position acts as the intake person for individual’s seeking assistance from the Tribal Defenders Office

in civil matters. Since the Civil Advocate will become well versed in resources available on the
Reservation, the position will also provide information, referral and case management to Tribal Defender
clients. The Civil Advocate will be the lead for communications for the Tribal Defenders, updating the

Defenders’ Facebook page and finding other methods to reach out to the reservation community. As time
allows, the Civil Advocate will provide legal assistance and representation in Tribal Court and/or

administrative proceedings involving Tribal agencies. The Civil Advocate is required to work independently
in his or her duties, under the general direction of the Managing Attorney with respect to the following

matters:
Intake/Information and Referral:
Acts as an intake person, interviewing individuals who are requesting civil assistance. This
involves obtaining social, financial, and all relevant information as well as the stated need of the
individual.
Makes initial screening of whether the client and legal problem meet the policy guidelines for the
Defenders Civil Division. This includes seeing clients who walk in or call the Defenders Office and
involves fielding a wide range of civil legal questions.
If the client or legal issue does not meet policy guidelines, makes appropriate referrals to legal
and/or agency services and assists the client to access those services as needed. Will also assist
clients not meeting guidelines in accessing pro se forms, including educating them on how to fill
out the forms and how to access the Tribal Court.
Conducts staff meetings on intakes for civil matters, takes minutes at the staff meetings and
maintains staffing records. Makes followup contacts with individuals requesting services,
including further legal consultation and referral by telephone and by correspondences.
Community Outreach/Communications:
Works with the civil attorney in the ongoing development of a pro se program to assist
unrepresented individuals to access Tribal Court. This includes improving access to the Court’s
pro se forms and coordinating presentations to the public and/or Defenders clients on relevant
topics.
Assists the Managing Attorney to improve communications to the reservation community
including updating the Defenders’ Facebook page, using social media to maintain contact with
clients, and reaching out to inform on programming at the Defenders and issues involving
Defender clients.
Advocacy:
Represents individuals sued by the Tribal Housing Authority in cases eligible under Defender
guidelines. This includes representing clients in Tribal Court hearings as well as advocacy with
Housing staff and representation at administrative hearings before the Housing board.
Office Administration:
Is willing to be crosstrained and perform duties usually designated to other Defender staff,
including secretarial work and general office administration.
Works with the civil attorney and law office administrator to maintain a system for tracking civil
cases and pro se requests to avoid conflict situations.
MINIMUM QUALIFICATIONS (AS REFLECTED ON THE TRIBAL EMPLOYMENT APPLICATION):
A minimum education of a Bachelor’s Degree.
Knowledge of the social and cultural needs and lifestyles of the Reservation community. This
includes the ability to work with and gain the trust and understanding of Tribal members.
Must have the ability to make decisions and perform independently, but must also be willing to
seek advice and assistance from the Managing or other Defenders attorneys when appropriate.
DESIRABLE QUALIFICATIONS (AS DETERMINED BY THE INTERVIEW):
Demonstrated skill in oral and written communication.
Basic computer skills, including Word and Word Perfect and use of internet for purposes of
communications to the reservation community.
Knowledge or ability to learn general legal principles and how legal analysis works.
Demonstrated skill in oral and written communication.
