Colorado Lottery Division

The Lottery’s mission is to maximize the proceeds from Lottery game sales to support the

Lottery’s beneficiaries for the good of all Coloradans. The
Security and Investigations unit within Lottery ensures the integrity of Lottery by enforcing the Colorado Revised Statutes and Lottery Rules as they pertain to Lottery retailers, employees, and vendors, concerning the production and sales of Lottery products, and if violated, may compromise the physical or financial security of the Lottery and/or the public confidence in the Lottery.

We’re hiring a tech savvy communicator to be our
Criminal Investigator in Lottery! You will ensure the integrity of the Lottery by enforcing the Colorado Revised Statutes and Lottery Rules as they pertain to Lottery retailers, employees, and vendors, concerning the production and sales of Lottery products. Your experience in investigation and enforcement will help the physical and financial security of the Lottery and contribute to the public confidence in the Lottery. Primary Duties:

Investigations and Enforcement/Security Measures and Assessments:

Applies knowledge or statutes, regulations, procedures, case law and procedures to respond and initiate criminal, administrative and background investigations.

Completes timely, accurate and thorough investigative reports all investigations, ensuring the reports are comprehensive & concise, entered in PSR and submitted for supervisory approval.

Efficiently utilizes available resources, including databases, coworkers and informants to assist in accomplishing job duties.

Coordinates Lottery criminal investigations with appropriate law enforcement agencies.

Conducts periodic security assessments of Lottery facilities, systems, and elsewhere as assigned.

Assists or augments other law enforcement agencies in criminal investigations when appropriate.

Conducts regular Integrity Compliance operations, safeguard compliance tickets, UC funds, coordinate undercover operatives, and criminal filings as assigned.

Professional Standards and Training:

Completes all required DOR/State training courses and stay current with POST, CCIC and NCIC certification.

Demonstrates proficiency in the use of an arrest control technique such as Pressure Point Control Technique (PPCT) and maintains certification.

Demonstrates proficiency in the use of department issued weapons through training and testing by passing the POST certification firearms qualification course.

Assists with operating and maintaining department vehicles according to State Fleet standards.

Security Operations:

Communicates information and maintains effective working relationships.

Promotes a positive and professional image of the Security/Investigations section and the Lottery.

Demonstrates flexibility, utilizes appropriate problem-solving skills, and provides prompt courteous service to all contacts.

Applies knowledge of physical and intellectual property security to improve the physical and Cyber security of the Lottery.

Demonstrates and maintains knowledge of State and Division computer systems, rules, policies, procedures, and verifications.

Exhibits proper officer safety when dealing with irate customers, affecting an arrest, and in the performance of all Criminal Investigator duties.

The position will require travel to other Lottery offices in the state of Colorado as well as various retailer locations for integrity compliance operations and security assessments, therefore requires a valid Colorado driver’s license.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Bachelor’s degree in a closely related field as determined by the Department.

AND
One year of professional investigative experience.

Substitutions:
Advanced degrees and professional investigative experience appropriate to the position, demonstrating competencies equivalent to the competencies learned through completion of the required education may be substituted for the education.

Necessary Special Requirements:

Applicants must successfully pass a background investigation and a tax check prior to appointment to positions.
Applicants must be currently certified as a Peace Officer in the State of Colorado. A copy of your POST certificate MUST be submitted at the time of your application.
Must be willing to work nights, rotating shifts, occasional weekends, and holidays, if needed and be able to go on extended travel
Must be able to qualify and maintain qualification with a firearm
Must be able to certify and maintain certification in arrest control techniques
Must possess and maintain a Colorado driver’s license
Applicants and immediate family members must comply with restrictions on game play.
Applicants and immediate family members must ensure compliance with appropriate Lottery laws and rules, including conflicts of interest.

Preferred Qualifications:
Preferred applicants will possess more than the required minimum experience:

Professional theft, burglary and/or cyber security investigative experience.
Prior experience working in the Lottery industry.
Active policing in the community equivalent to police patrol officer, sheriff deputy, state trooper/police.
Excellent communication, customer service, and interpersonal skills.
Proven ability to work independently and accept supervision.
Proven success organizing and tracking workload.
The preferred candidate will be currently or recently employed as a detective or criminal investigator, and possess patrol/police officer experience.
Current P.O.S.T. Firearms instructor and/or PPCT instructor.
Established computer skills and ability to learn and master new software quickly
Experience with Google Suite

DOR Required Skills and Competencies: Competencies required for all DOR positions include good communications skills, interpersonal and people management skills, the ability to multitask, the ability to work with confidential information, the ability to work in high-stress environments, and the demonstrated ability to assist customers.
Conditions of Employment with the Colorado Department of Revenue: 1. As a condition of employment with the Colorado Department of Revenue, a requirement exists that all personnel timely file all necessary Colorado Individual Income Tax (CIIT) returns and timely pay tax obligations. As such, all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. 2. Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence. All job finalists require successful completion of a background investigation and reference check prior to appointment. Background checks may include national criminal, financial, traffic, civil, education, and/or experience checks or any other checks related to the job assignment. Fingerprint background checks and pre-employment drug testing may also be required for some positions.

Effective September 20, 2021, employees will be required to attest to and verify whether or not they are fully vaccinated for COVID-19. Employees who have not been fully vaccinated may be required to submit to serial testing in the future. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination. Vaccinated employees must provide proof of vaccination.

Note: Fully Vaccinated means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer or Moderna vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine, as defined by the most recent State of Colorado’s Public Health Order and current guidance issued by the Colorado Department of Public Health & Environment.
