Job Description : Starting Hiring Range: $132,000.00 to $139,920.00
DEFINITION
This is a highly responsible key position under administrative direction that directs and manages all activities of the Human Resources Department. This includes but limited is not to recruitment and selection, employee classification and compensation, benefits, risk management, employee relations and training while providing excellent, respectful and inclusive customer service and human relations skills, which support the City of Brighton’s mission and values.
SUPERVISION RECEIVED AND EXERCISED
Under the direction of the City Manager, this position reports to the Assistant City Manager and works cooperatively with the Deputy City Manager, and other Directors as required. Supervises and directs the staff and activities of the Human Resources Department.
EXAMPLES OF ESSENTIAL RESPONSIBILITIES AND DUTIES
Manages, supervises, updates and directs the activities of assigned staff and functions; makes recommendations regarding hiring, discipline, termination, risk management, employee relations and training. Reasonable latitude for independent judgment and action under direction of Assistant City Manager. Keep supervisor informed of potentially controversial matters.
Screens complaints and identifies sensitive issues, and, as appropriate, brings them to the attention of the Assistant City Manager or appropriate executive team member.
Manages special projects and coordinates specific programs.
Monitors and updates various federal, state and local statues, ordinances, standards, procedures, and human resource trends and policies to make sure the City complies with the laws, rules and regulations related to employee matters. This includes, but it not limited to the Americans with Disabilities Act, Family and Medical Leave Act, Healthy Family and Workplace Act, Pay Equity Act, Fair Labor Standard Act, Title VII, and Consolidated Omnibus Budget Reconciliation Act. Identifies exposures and liabilities of the City and take steps necessary to comply or reduce exposure.
Answers questions and provides information to employees; investigates complaints regarding employee performance and recommends corrective action as necessary.
Proposes, presents and justifies programs, project and services to City Management, City Council and employees as required.
Assists in the development, review and management of the Human Resources budget.
Must be able to attend early morning and evening meetings outside of the normal 8 a.m. – 5:00 p.m. Monday through Friday work schedule.
QUALIFICATIONS
Knowledge of:
Advanced knowledge of spelling, grammar, punctuation, and proper word usage in order to communicate clearly and concisely both orally and in writing.
Advanced knowledge of benefits, risk management, and pension plans.
Procedures for developing and implementing a variety of City programs and activities with excellent organizational skills.
Laws, rules, regulations related to the provision of City programs.
Program content for specialized City activities.
Principles of administration, and effectiveness of programs.
Modern office procedures, methods and technology/computer equipment. Proficiency in Microsoft Office Suite, Adobe Acrobat and Social Media web platforms.
Ability to:
Maintain effective working relationships with the City Manager’s Office, department head, employees, the public and members of outside agencies. Communicate effectively and professionally verbally and in writing to all levels of the organization.
Demonstrate integrity and build trust throughout the organization and contact with the public.
Maintain confidentiality of sensitive information in conformance with applicable federal and state rules and regulations.
Strong familiarity with Employee Handbook and keep it current with changing laws and regulations.
Coordinate, organize, develop, direct and implement City programs and specialized activities.
Establish priorities and adapt to changing deadlines.
Participate in long range and strategic planning of City programs.
Prepare business letters and basic reports using proper spelling and grammar.
Monitor program compliance with related laws and regulations.
Effectively use good customer service skills and exhibit problem-solving skills leading to quality decisions.
Establish, prepare, monitor, and maintain the departmental budget.
Work independently in the absence of supervision.
EDUCATION AND EXPERIENCE
Bachelor’s degree from an accredited college or university with an emphasis in Human Resources, or related field. At least five (5) years of increasingly responsible broad human resource management experience. Master’s degree and PHR/SPHR certification preferred. Equivalent combinations of education and experience may be considered.
SPECIAL REQUIREMENTS
Valid Colorado driver’s license with safe driving record.
Bilingual English/Spanish preferred.
Ability to complete FEMA ICS 100 and IS 700 training within six (6) months of hire.
Job Type: Full-time
Pay: $132,000.00 – $180,840.00 per year
