(MCS) is a non-profit corporation formed to provide alternative correctional programs in the Missoula community. The position requires a current State of Montana driver’s license. Mental demands are paramount due to the intensity of the work and the emotional demands of residents. Physical demands include the ability to restrain inmates in crisis situations, ability to observe and hear inmates, and adequate strength to lift 50 pounds. Therefore, the Director of Security needs to be in good physical condition and mobile. The Center is a 24-hour facility.The work schedule is currently Monday through Thursday 6:00 a.m. to 4:00 p.m. However, MCS is willing to discuss hours of work. For Missoula Correctional Services to consider any such accommodation, the applicant must make known any needed accommodation.MCS Mission Statement The mission of Missoula Correctional Services is to provide residential and non- residential community-based correctional programs that enhance public safety by providing guidance, treatment, and supervision in order to promote accountability and responsibility of individuals who have become involved in the criminal justice system.MPRC Mission Statement The mission of the Missoula Pre-Release Center is to provide a structured community based residential program for adult offenders that hold an offender accountable while providing opportunities to the offender to become productive and law abiding.Agency Description: The Missoula Pre-Release Center (MPRC) serves 94 adult male and 23 female inmates who have been committed to the Montana State Prison or the Department of Corrections and subsequently transferred to the Center. The Center provides housing, food services, counseling, supervision, life skills training and referral services for all offenders. The primary emphasis of the program is to provide offenders with assistance needed for successful reintegration into the community.Typical Duties: (Not all inclusive):Directly supervises three Security Supervisors, and therefore, indirectly supervises and is ultimately responsible for 17 additional Security Officers. Serves on the interview committee for the hiring of these positions and may serve on the hiring committee of other Corporation positions. Trains Security Supervisors and assists in the training of Security Officers; organizes and delegates responsibilities, monitors performance, disciplines, supports, and evaluates supervisory staff members and reviews performance of other security staff. Investigates grievances filed by offenders as outlined in MCS’ policies and responds in written form accordingly. Provides the Department of Corrections Grievance Coordinator and the MCS Executive Director a monthly report on all grievances that occur.Performs security audits of the facility’s external and internal security systems. Is responsible for the operation of the chit system. Ensures that all safety equipment is up to date and operating efficiently. Conducts a weekly facility inspection and ensures all repairs and maintenance are conducted as needed and required.Directly supervises the Maintenance Supervisor and therefore indirectly all custodial staff. Performs the same duties required for supervision as noted for the Security staff.Performs administrative and security functions throughout the facility. Inspects the facility to ensure Security Officers are alert and diligent in the performance of their duties. Performs security audits of the facility’s external and internal security systems. Issues incident reports to residents for any rule infraction and documents unusual resident behavior or information. Ensures that a proper investigation takes place for alleged major client misconduct. Represents MCS at disciplinary hearings. and makes recommendations as to the disposition MCSA feels is warranted. Provides a written monthly report of all Disciplinary Hearings that have been held to the Department of Corrections and the Executive Director.Oversees the operation of the drug testing equipment for urinalysis taken from the Pre-release Center resident population and other agencies’ clients. Arranges for training and certification of Security Supervisors for the operation of the equipment. Ensures that testing is completed weekly; records are kept accurately; monthly reports are submitted to the Executive Director; confirmation tests are completed; and evidence is preserved in a legally acceptable manner.Is responsible in conjunction with the Executive Director for the planning and coordination of MCS’ response to emergency situations. Identifies potential emergencies and assists and makes recommendation to the Executive Director on any safety policy or procedure. Develops memorandums of understanding, contracts, and agreements with local, state and federal organizations for support services in the event of an emergency.Oversees and schedules evacuation drills. Conducts routine safety inspections of the facility, emergency, and safety supplies. Serves as the Incident Commander in the case of an emergency requiring evaluation of the facility. Follows guidelines as outlined in the Emergency Operations Procedure Manual.Serves as MCS” Prison Rape Elimination Act (PREA) Manager. Trains MCS employees and service providers on PREA. Ensures all MPRC residents receive training on PREA. Collects data for the annual Survey of Sexual Violence. Coordinates all facility program PREA related activities. Performs or oversees all internal facility PREA investigations. Documents and maintains investigative reports and finding. Maintains all PREA related paperwork that demonstrates PREA standards are being met and MCS policy is being followed.Makes recommendations to the Executive Director of any policy or procedure changes felt necessary related to PREA.The Director of Security demonstrates professionalism and the ability to work within structure of Missoula Pre-Release Center by effectively balancing the duties of the position; maintaining good personal hygiene & good physical conditioning; being consistent in following rules, regulations, and policies; being punctual in attendance and working shifts as scheduled; attending staff meetings and training as required; completing duties in time lines specified; being assertive with coworkers, supervisors, & community contacts; making decisions based on objective information considering the need to both client & community; following directions given by supervisor; & maintaining corporation, agency, and resident confidentiality as defined by policy.The Director of Security is responsible for informing the Executive Director of significant developments related to MCS; may serve on the interview committee for the hiring committee of other Corporation positions; shares on-call responsibility with five other MPRC staff members; assists in the preparation for inspections, reviews, audits, and tours; and performs other duties and responsibilities as assigned.Qualifications:Knowledge of security practices and systems necessary in a correctional setting; security methods and techniques; interpersonal and conflict resolution; communication skills; computer operation (word processing).Must possess knowledge of personnel supervision and organizational skills for prioritizing workload, delegating tasks to others and handling personal stress. Must possess knowledge of purchasing methods within a set budget. Must possess knowledge of chain of evidence procedures. Must possess knowledge of building/facility operations. Must possess knowledge of the National Incident Management standards and thePrison Elimination Act.Skill in the use of security equipment and self-defense techniques and an introductory level of computer and word processing knowledge and skill. Must possess sound leadership skills.; investigative techniques and interviewing; listening and communication.Ability to physically respond in an emergency situation including the ability to restrain an individual if necessary; effectively communicate verbally and in written form; understand, interpret, and follow verbal and written instructions; operate a motor vehicle; consistently apply rules and regulations and follow agency policies and procedures; become certified in the operation of drug testing equipment; act with initiative, exercise good judgment, and model good leadership, maintain effective working relationships with employees, offenders, the public, the media and other agencies; make appropriate decisions within the limits of authority; and function effectively under stressful conditions; analyze assemble and compile information for reports, audits and investigations; coordinate and supervise security functions throughout the facility; resolve disputes effectively between staff and offenders and among employees; detect and deal with facility problems; and select, train, supervise, and evaluate assigned staff. Must have the ability to successfully complete the sexual abuse investigative training required by PREA.Education and Experience: The knowledge, skills, and abilities required to perform the duties of this position are typically acquired through a combination of education and experience equivalent to an Associates Degree in Criminal Justice from a school accredited by a regional accreditation organization recognized by the US Department of Education and five plus years of progressively responsible experience in a correctional facility or related law enforcement position. Three of these years must include direct supervision of personnel in all aspects of personnel supervision – hiring, training, monitoring, disciplining, supporting, coordinating, and evaluating. Prefer general knowledge of National Incident Management Standards and the Prison Rape Elimination Act.
