Job Description : SPECIAL INFORMATION:

Nature of Work:
The 13th Judicial District Court seeks a district court administrator for a multi-judge district court in the Montana State Court System.
Work includes the overall management of all areas such as civil, criminal, family, probate, mental health, and juvenile functions in a district court with several departments. Work includes coordinating, planning, and evaluating support operations or programs such as judicial assistance, court technology, court reporting, court security, jury and case flow scheduling and management, as well as budget and personnel management, and serving as the court’s liaison with the county attorney, county sheriff, public defenders, clerk of the court, law enforcement and other court-related state or local agencies. Work is performed with considerable independence and professional judgment, discretion, and decision making. Work is performed under the general direction of the judges and in accordance with written or verbal instructions as to the general nature of results expected, state statutes, supreme court rules, and judicial branch policies and procedures. Work is reviewed through periodic meetings with, and reports to, the judges to assess needs and report on the administrative aspects of the district court.
Essential Functions: (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Plans, organizes, and coordinates with judicial assistants and court reporters to prioritize and assign courtrooms and jury rooms. Coordinates calendar needs with judges, assistants, and attorneys to maximize efficiency. Monitors trial calendars for all judges’ civil jury, criminal jury, and non-jury terms including law and motion days. Coordinates court reporter calendars to prioritize coverage for trials and important hearings; schedules contract court reporters when needed.
Coordinates with the Office of the Court Administrator (OCA), Information Technology Division for all district technology matters. Serves as the on-site point person for daily courtroom technology issues and troubleshooting for equipment and programs including Zoom, FTR, and copy machines.
Coordinates with OCA Human Resources and assists judges and supervisory staff on recruitment and hiring processes, new employee onboarding, personnel matters, and employee exit procedures. Provides managerial guidance to district supervisory staff such as chief juvenile probation officer and family court services supervisor; meets with supervisors to discuss department activities, assists with the preparation and administration of their budgets, and attends department meetings.
Coordinates with the OCA Fiscal Division in preparing the annual budget for several judicial departments; preparing or reviewing budgets for other district court departments such as probation and family services; reviewing all district court fund expenditures; approving claims for payment; and monitoring all contracts. Monitors, purchases, and maintains supplies for courtrooms and court staff.
Serves as the primary contact for security needs; analyzes and prepares court security plans; communicates with law enforcement and arranges for additional security as needed. Participates in safety and security related trainings, committees, and evaluations. Ensures compliance with safety procedures related to public health matters, in coordination with county health officials.
Serves as primary contact for coordinating language services and other court access needs.
Meets with clerk of the court to discuss and resolve scheduling and procedural problems and decisions. Serves as the judges’ liaison with court-related programs and stakeholders including corrections, law enforcement, public defenders, citizens review, Guardians Ad Litem, treatment court, pro bono committee, mental health advisory council, and bar association. Contacts members of the bar regarding substantive and procedural problems involving cases and serves on committees at the request of district judges.
Prepares reports of activities to promote efficient and effective management of the court system; conducts research and evaluation of court programs and operations, including the development and application of improved methods of administration; resolves complaints on court-related matters from the public, law enforcement, attorneys, and others.
Monitors and prepares dashboard information for judges, monitors caseloads of standing masters and family relations department.
Provides routine administrative support to judges and performs other duties as assigned by judges.

Working Conditions:
The work is performed primarily in an office environment and involves exposure to normal, everyday risks which require normal safety precautions typical of offices.
Physical Demands:
This position requires activities such as sitting for long periods, standing, bending, stooping, reaching, climbing stairs, lifting, moving, and carrying light to medium objects, and operating office equipment.

Qualifications:

Knowledge, Abilities and Skills:
Thorough knowledge of the organization, functions, responsibilities, and procedures of the courts and modern principles of judicial administration.
Thorough knowledge of Montana district court organization, operations, functions, and scope of authority including court policies and related legal documents.
Considerable knowledge of court management including court reporting, jury and caseflow management and scheduling, budget preparation and administration, human resource management, records management, and space management.
Knowledge of court automation, technology, equipment, and services.
Knowledge of modern principles and practices of effective supervision.
Knowledge of effective written and verbal communication techniques.
Knowledge of the operation of a personal computer with word processing applications.
Ability to apply the principles, methods, and practices of court administration or public administration.
Ability to plan, organize, schedules, assign, direct, and evaluate the work of judicial staff.
Ability to provide effective managerial guidance to supervisory staff.
Ability to prepare and administer budgets.
Ability to make work decisions in accordance with district court policies and procedures.
Ability to use creative thought, communication, and consensus building to develop solutions to difficult problems.
Ability to define problems, evaluate alternative solutions, select the appropriate alternative, and successfully implement the solution.
Ability to establish and maintain effective working relationships with public and private officials, district court judges and staff, members of bar association, local and state agencies, and the public.
Ability to maintain professional demeanor and effective communication when interacting with individuals who are experiencing stressful situations.
Skill in communicating effectively verbally or in writing.
Skill in the operation of a personal computer with word processing applications.
Skill in motivating and coaching employees to reach their full potential.
Qualifications:
Possession of a bachelor’s degree from an accredited college or university in public administration, criminal justice administration, court administration or a closely related field; considerable supervisory and/or administrative experience in a court-related environment. Experience may substitute for the degree.
Licensure and Certification Requirements:
Possession of or ability to obtain a valid Montana driver’s license; proof of insurance if using a personal vehicle on State business.
Preferred but not required, certificate from the Institute for Court Management of the National Center for State Courts.
