Description of Job

The Division of Real Estate (DRE) protects the consumer through the licensing, regulation, and enforcement of licensed real estate professionals. DRE creates a balance between consumer protection and promotes a fair and competitive business environment. DRE accomplishes this balance by providing a collaborative approach to regulation that is open, simple, and user-friendly. The Education, Communication, and Policy Section work unit exists to protect the public through the regulation of the real estate industry by developing and maintaining procedures for enforcing compliance with statutory education and licensing requirements of real estate brokers, mortgage loan originators, and appraisers. Position: SIA 7654 This position assists with ensuring the safety and soundness of the real estate market by overseeing the appraiser licensing and credential upgrade process, the course approval process for appraiser continuing education, and auditing appraisers for compliance with the mandatory continuing education requirements. This position audits the applicant’s work experience logs, education, and test results to ensure compliance with the federal licensing criteria. The position reviews the appraiser’s work logs to determine whether or not the supervising appraiser is qualified to act as a trainer; this process ensures DRE complies with federal requirements regarding appraisal credentials. Failure to abide by the federal regulations could result in a finding of non-compliance, which could significantly and adversely affect the real estate market and consumers in Colorado. The position reviews the course materials to determine whether a course will be approved or denied credit based on an analysis of the course criteria and the teacher’s qualifications. This position also provides technical support to DRE, division leadership, and licensees by providing verbal and written communications on information regarding the division’s licensing, education, statutes, rules, policies, procedures, and guidelines. The position manages workflow to meet statutory processing timelines and makes a decision that will affect the manner and speed of how the appraiser approvals are processed, including the review and approval of applications for compliance with state and federal requirements and entering information into the appropriate databases. The position serves as a point of contact for all inquiries regarding Appraiser Qualifications Board (AQB) requirements, qualifications, and compliance. The position is responsible for explaining work processes to both external and internal customers and serves as a resource in advising others on how the process function. Duties include, but are not limited to:

Reviewing fingerprint records to determine if the applicant may require a further background investigation;
Completing template reports, tracking spreadsheet, and updating the licensing database to demonstrate the consistency of processing and assurance of the division’s compliance with federal and state regulations;
Annually auditing renewing appraiser licensees to ensure compliance with the mandatory 7-hour Uniform Standards of Professional Appraisal Practice (“USPAP”) Update Course;
Drafting audit notifications and instructions to explain the audit process and the necessary course of action to the licensees;
Reviewing course certificates and verifying whether the coursework has Course Approval Program (“CAP”) approval or had the Board approved the coursework;
Documenting audit samples and results for periodic review by the Appraisal Subcommittee to document the division’s compliance with the policy statements;
Maintaining an online directory of approved Board courses on the division’s website;
Performing or scheduling audits of approved Board courses to ensure the materials taught are consistent with the course submission, the instructor is qualified to teach the materials, and that the course complies with the Board rules;
Tracking the course approvals and maintaining education files for review during the Appraisal Subcommittee’s periodic review of the Board’s program.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS (MQs): Four (4) years of experience in an office environment providing customer service and support while performing the following functions:

Experience analyzing documents for completeness, correctness, and/or compliance with laws, rules, policies, and procedures;
Customer service experience, including managing a high volume of calls and emails and responding to difficult customers with tact and diplomacy;
Experience updating and utilizing databases, including performing data entry and tracking documents/records.

SUBSTITUTIONS:

A bachelor’s degree from an accredited college or university in a field of study related to the work assignment may be substituted for two (2) years of the required experience.

Preferred Qualifications
:

Demonstrated experience working in a fast-paced environment in the public sector and/or a government agency;
Demonstrated experience working in a support role in a real estate office;
Experience utilizing general PC software applications, including Microsoft Office and/or Google Suite (e.g. Word, Excel, Google drive, Google forms, Google sheets, etc.);
Experience updating content for websites;
Experience interpreting federal and state real estate regulations and statutes for customers.

Demonstrated ability to read, understand, interpret, apply, and explain statutes, rules, policies, procedures, and guidelines;
Self-motivated, reliable, and accountable; including the ability to work independently and complete work with minimal supervision;
Problem-solving skills, including the ability to review and analyze information in order to recommend solutions;
Professional demeanor;
Knowledge and understanding in the use of PC software applications including Microsoft Office (Access, Word, Excel, etc.), and Google Suite (Doc’s, Sheets, Slides, etc).
