As a steward of public trust and an agent of the State of Colorado, primarily responsible for enforcing statutory mandates and Colorado Department of Revenue directives governing drivers’ license renewals, replacements and permits, out-of-state transfers, and identification card issuance in Colorado, as well as cash management associated with tax revenues and fees as required by law.

Examines legal documentation submitted for drivers license renewals, replacements and permits, transfers from other states, and identification cards, ensuring accuracy and adherence to appropriate statutory regulations and Department of Revenue directives and guidelines. Adheres to and follows the National ID Act and the Real ID Rules as it relates to the validity of previous issued documents. Issues temporary and permanent drivers licenses and identification cards as appropriate. Assesses all associated fees, as required by law, performs self-audit and reconciliation on a daily basis.
Examines and analyzes legal documentation submitted for motor vehicle registration, ensuring accuracy and enforcing compliance with appropriate statutory regulations including but not limited to emissions standards and insurance requirements. Determines necessary action, executes and establishes the legal records of motor vehicle registrations. Issues registrations, handicap placards and license plates as appropriate.
Uses judgment, either independently or under supervision, to accept or reject legal documentation based on determination of adherence to established requirements. Questions, interviews, confers, or advises clients on requirements, making recommendations on a particular course of action to those failing to comply, utilizing negotiation and problem resolution skills, with sensitivity to the client’s needs and expectations.
Achieves significant expertise with related driver’s license equipment, practices, policies, standards, and/or procedures. Knows how social, political, organizational, and technological systems work and operates effectively within them.
Participates in opening and/or closing functions as directed, verifying cash drawers, cash receipts, and required accounting tapes. Resolves minor discrepancies when necessary, working to ensure that all monies collected are balanced.
Executes quality assurance measures to ensure compliance with state statutes, legislative mandates, and administrative directives. Ensures conformity of all necessary documentation and collection of appropriate fees, working to resolve any errors or inconsistencies.
Serves as a liaison between Clerk & Recorder’s Office, representatives of business and industry, trade and professional associations, and clients. Provides or disseminates information, both orally and in writing, regarding statutory changes and/or policy modifications.
Maintains a safe and clean working environment by complying with procedures, rules and regulations.
Contributes to team effort by helping to achieve departmental goals.
Serves as a representative of the designated election official when required; fulfilling all roles and/or tasks as assigned. As directed, assists in other departments and/or with County-wide events.
Assists with election duties as required.
Performs other duties as required.

Qualifications

U.S. citizen; registered to vote in Colorado; sworn as agent of Clerk & Recorder’s Office to discharge the duties conveyed by CRS 42-1-210.
High school diploma or equivalent education.
Three (3) years progressively responsible experience in a public contact environment, involving explanation of policies and/or procedures.
Post secondary education and/or training in legal, accounting and/or government preferred.
Ability to perform computations for fee assessments associated with drivers license renewals, replacements and permits, transfers from other states, and identification cards.
Proficiency in cash management required.
Ability to reason and negotiate, make determinations or draw conclusions on issues relevant to the department and/or clients. Ability to remain open to change and new information; effectively deal with pressure and ambiguity.
Ability to communicate effectively, both orally and in writing, with a variety of people and tactfully handle difficult or uncomfortable situations. Ability to elicit information from others and provide an explanation, interpretation or information exchange appropriately in a concise, intelligible and professional manner.
Ability to set goals and priorities for specific tasks and assignments. Ability to commit and take action, even in uncertain situations, making sound and timely decisions necessary to ensure compliance with applicable laws, regulations, directives and associated policies.
Ability to use technology to perform a variety of complex tasks and assists others in operating computers or other office equipment as necessary.
Ability to adhere to ethical standards of conduct and understands the impact of violating these standards on an organization, self, and others.
Ability to type 30 wpm.
Maintain regular and punctual attendance.
A criminal background investigation and driver’s license check are required and are subject to periodic review as per El Paso County and Office policies. Must pass conditional post offer drug screen.

Licenses/Certificates

Must possess and maintain a valid Colorado driver’s license.

Work Conditions

Duties are performed primarily in an office environment, some travel may be required. Weekend hours and/or overtime will be required, including election cycles.
