Job Description : Overview

The University Registrar is the custodian of all University academic records, systems, and processes. This director-level position is responsible for the development, maintenance, and integrity of those records, ensuring compliance with all laws, University policies, and guidelines. Responsibilities of the position involve collection of grades, maintenance of academic student records, transfer evaluations, review and certification of degree requirements and graduation, and assistance with the registration process. Other responsibilities include supervision of office personnel, monitoring of FERPA compliance with regards to student academic records, student information system management, university reporting, catalog oversight, and preparation of a schedule of classes.

ESSENTIAL DUTIES & RESPONSIBILITIES

University Leadership

Provide department leadership to ensure smooth-running and compliant university operations in all areas involving academic records. This included such items as transfer evaluation, student records management, and academic systems management.
Represent the Registrar’s Office in committee meetings and task forces, as assigned.
Coordinate interoffice functions within the Registrar’s Office (data entry, planning, etc.) as well with other departments (Enrollment, Student Success, Student Support, Accounting, Student Finance, etc.).

Department Expertise

Coordination of the planning, organizing, and managing course registrations.
Oversight and preparation of the schedule of classes that optimizes delivery of courses, determination of course needs, and establishing the schedule.
Coordination of the preparation, editing, production, and archiving of the University catalog.
Development of the academic calendar.
Coordination, supervision and leadership of for all Registrar staff, office functions, and services including grade reporting, degree and enrollment certifications and verifications, transfer credit evaluations, transcripts, academic records management, graduation auditing, awarding of degrees, National Clearinghouse Reporting for Title IV and Graduation, and other related areas.
Oversight of the conformity of educational record use, dissemination, and privacy of student information to University policies and legal requirements, including the Family Rights and Privacy Act (FERPA) and other applicable law and regulations as well as those of other regulatory agencies.
Continual review of baseline and self-service options in order to develop technology solutions for enhanced business processes and procedures.
Coordinate responses to questions by students, faculty, and staff.
Respond to academic department questions for resolution of problems or issues encountered with regards to academic policies or program requirements.
Participate in meetings with Enrollment Management, Curriculum, Student Academic Suspension Appeals Committee, Commencement, and other committees, as appropriate.
Research, analysis, and recommendation of resolutions to student disputes as they relate to records and registration.
Development of written policies and procedures to ensure that the functions of the Registrar’s Office operate efficiently and effectively. Policies and procedures include, but are not limited to awarding transfer credits, enrollment verifications procedures, grade changes procedures, and security of academic records in accordance with FERPA and other pertinent regulations.
Participate in student milestones programming such as Commencement by overseeing the degree clearance process, conferral process and preparation of diplomas and certificates.
Other duties as assigned.

Direct oversight of registrar office staff (managers and supervisors).

Ability to handle multiple tasks simultaneously.
Ability to effectively supervise personnel and complete all associated personnel actions in a timely and accurate manner.
Ability to effectively manage computer based online student information systems.
Ability to manage the overall operation of the Registrar’s Office.
Ability to work with and report quantitative and qualitative information.
Ability to prepare and monitor operating budgets.
Ability to develop and implement policies and procedures.
Excellent written, oral, and interpersonal communication skills.

TRAVEL REQUIREMENTS

Less than 10% required.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to stand, walk, use hands to touch, handle or feel, and talk or hear.
The employee is occasionally required to sit, reach with hands and arms.
Ability to spend long durations of the workday in front of a computer monitor.
Specific vision abilities required by this job include close vision and ability to adjust focus.
The employee must occasionally lift and/or move up to 15 pounds.

Qualifications

QUALIFICATIONS: EDUCATION & EXPERIENCE

Bachelor’s degree; Master’s Degree preferred.
Minimum of five years of experience working as a Registrar, Associate Registrar, or related position coordinating higher education records/records administration.
A minimum of three years supervisory experience.
Strong working knowledge of federal and state laws, in particular FERPA and mandates pertaining to enrollment and student records and to institutional compliance, including knowledge of best practices, current trends and issues in higher education pertaining to academic records.
Technology background with experience in student information systems, Microsoft Office Suite Applications, and Google Drive Applications.

Salary: $80,000 – $85,000
