Job Description : Job Title: GIS AdministratorFLSA: ExemptEffective Date: April 2022Salary Grade: 11 (Min $63,560, Mid $76,277)NATURE OF WORK: Under general supervision, administers, leads, coordinates and monitors the Town’s Geographic Information Systems (GIS) activities and infield location for data collection; coordinates the development of the GIS systems and database according to Town goals and objectives assuring the integrity and security of the database. Performs a variety of technical functions in relation to the maintenance of Geographic Information System’s data for the Town of Mountain Village.DUTIES AND RESPONSIBILITIES:

Oversees, develops, and maintains data regarding the Town’s existing lots, roads, utilities, buildings, and other physical and utility asset infrastructure while interpreting plans, plats and legal descriptions; deploys app based field solutions; administers mapping research in the field. Quality controls all spatial and non-spatial data assuring the accuracy, integrity, and security of the database facilitating services within and between other Town departments.
Manages, inputs, updates, and maintains GIS databases, and coverages, layers, and linkages to various databases in order to record the Town’s geospatial assets and utility infrastructure. Develops (GIS) databases, online apps, and all geospatial asset management solutions. Maintains standards for federal, state, and local compliance to Geospatial data.
Establishes data base tables and maintains data base as additions and removals are required; prepares written documentation for GIS functions. Designs and implements new GIS solutions and standards to assist in reaching data collection, storage, management, and sharing standards and practices to include providing support for meeting these standards.
Gathers and prepares detailed maps using GIS; inputting and reviewing GIS data for completeness, accuracy, and neatness; creating map layouts and views; Develop accurate and technological appropriate standards for implementation, maintains, and manages survey solutions in an effort to systematically and accurately record Global Positioning System (GPS) data in the field to integrate into the town’s asset management and geospatial datasets.
Administers the mapping various services and systems; enters survey data into computer to determine layout information. Designs, implements, and manages GIS systems and file backup regarding town utility infrastructure such as water, sewer, storm drains, streets, electrical, fiber, etc.
Produces maps from, surveys, engineering drawings, graphics and data base reports from GIS system and related software. Designs GIS, and/or conceptual maps for proposed and existing Town projects.
Assists in the development, leadership and management of GIS project planning teams; including defining requirements, tasks, and resource assignments, overseeing and ensuring that approved quality levels and deadlines are met.
Serves as a liaison with GIS vendors for the proper acquisition, installation, operation and maintenance of GIS-related resources.
Maintains expertise in GIS-related software and technologies.
Provides the Town’s Public Safety systems with the most recent and accurate GIS data available.
Ensure that Permitting, Planning, and Asset Management systems have the latest and most up to date GIS data.
Ensure that Town staff using GIS has training and technical support as needed. Works collaboratively with the GIS Assistant regarding completion of project goals.
Interface with other departments or outside agencies regarding future GIS projects.
Provide support to the Town’s Emergency Operations Center in terms of mapping and staffing. May work closely with the County GIS Department to share data along with assuring our 911 addressing issues are coordinated and improved over time.
Promotes and observes safe work methods and uses safety equipment; secures work sites as necessary; may attend safety committee meetings, actively participates in and may conduct tailgate trainings
Contributes to the efficiency and effectiveness of the department’s service to its customers by offering suggestions and directing or participating as an active member of the team
Reinforces the Town’s commitment to the environment by responsible use of electricity, natural gas, fuel, paper, water, and chemicals
Responds to relevant records requests within agreed upon deadlines, benchmarks, and timeframes.
The position may require special mapping or data projects for various departments to achieve town goals.
Provides bi-annual reports and annual GIS budgets related to recurring expenses and project specifics.
Additional duties as assigned.

MINIMUM QUALIFICATIONS: Bachelor’s Degree in Geographic Information Systems (GIS), Land Use, Geography, Urban Planning, Computer Science, or a related field or an equivalent combination of education, training, and experience.Licenses/Certification(s): Possession of a valid Colorado State Driver’s License is required.KNOWLEDGE, SKILLS & ABILITIES REQUIRED: Knowledge of: Principles and practices of drafting; GIS databases; GPS systems and data; CAD data and drawings; AutoCAD and computer assisted drafting; ArcGIS Desktop; ArcGIS extensions such as Spatial Analyst, 3D Analysts, and other Advanced geoprocessing tools, ArcGIS Online map service and field deployment solutions.Skill in: Developing and maintaining GIS databases; collecting and recording field data; cursory knowledge of Python, Vbasic, and Arcade; providing town staff and the public with requested maps, drawings, and documents.Environmental Factors: Work is performed in a standard office environment and in the field with exposure to variable weather conditions and uneven terrain when collecting data.Physical Factors: While performing the duties of this job, the employee is frequently required to stand and walk for extended periods of time, utilize maintenance tools, and lift and/or move items weighing up to 50 pounds.Expectations of All Employees: To support consistent high-quality guest service to everyone in our community, including our co-workers, making Mountain Village a great place to live, work and visit.
