Position : GIS Analyst

Job Description : The GIS Analyst creates and maintains GIS products, processes, and applications for both public and internal audiences. This position works with desktop, enterprise, web, and mobile GIS databases and applications. This position also provides GIS analyses and cartography; supports core addressing and 911 functions; and interacts with the public, county staff, and other entities. The GIS Analyst reports to the GIS Supervisor under the Director of Planning & Community Development and does not directly supervise other staff.Any mix of the following skills is highly desirable but not required:- Scripting or programming skills in JavaScript and/or Python- Familiarity administering enterprise geodatabases and/or ArcGIS Server- Familiarity issuing and managing addresses- Familiarity with 911 technologies or maintaining GIS data for 911 systems- Local government experienceEach duty listed below are considered core job functions. All other functions are included in Other Duties as Assigned. All duties below are essential functions unless otherwise indicated. Percentages listed below are estimates only and subject to change.GIS SYSTEM MANAGEMENT AND DEVELOPMENT – 20%· Assists in developing, implementing, and maintaining enterprise GIS systems.· Uses SQL to query and design custom views/reports. Helps maintain GIS editing in SQL Server.· Works with IT and/or software vendors to troubleshoot technical problems. Recommends and may implement updates and patches in concert with IT.· Trains for and keeps abreast of new developments in GIS, including new applications, 3rd-party integrations, ETL solutions, cloud adoption/migration, etc.· May write Python or JavaScript for GIS scripts and applications. Ensures any custom code is documented and managed in an organized and consistent fashion.GENERAL GIS – 30%· Creates and maintains maps and GIS data, including map/data requests for first-responders, federal agencies, County Commissioners, and the public; datasets for use by the State of Montana; and spatial analyses for planning and emergency services.· Cultivates an understanding of how County work processes tie-in to GIS datasets. Participates in the upkeep or dissemination of these datasets. Participates in outreach and business analysis concerning County departments and their workflows. Leverages organizational insights to create new and improved products or processes.· Provides GIS user training and support. Develops and delivers training presentations; designs and produces reference materials; and provides technical assistance to users.· Participates in general GIS outreach and coordination with Gallatin County agencies, municipal governments, neighboring county governments, state agencies, and/or federal agencies.ADDRESSING AND 911 SUPPORT – 50%· Assists with issuing new addresses, answering addressing questions, renaming/renumbering roads and addresses, and troubleshooting addressing situations. Interactions are in-person via the office front counter; telephone; email; or mail. May participate in County Commission hearings.· Maintains and updates addresses in enterprise GIS systems, including tabular or spatial data. Performs GIS analyses of address, centerline, boundary, and other address/911 data to ensure continuity, consistency, and usability.· Assists maintaining 911 systems (MSAG and CAD) with addresses, centerlines, dispatch boundaries, and other GIS data. Works with 911 personnel, 911 contractors, and peer GIS/addressing authorities to coordinate data maintenance, delivery, and enhancements.· Works to improve addressing and 911 practices. Designs, tests, and implements solutions.· May conduct field work via GPS/GNSS to support addressing and 911 functions.OTHER DUTIES AS ASSIGNEDPerforms various other duties as assigned by GIS Supervisor or Department Head. These include participating in special projects, filling in for other employees, participating in ongoing training, and performing a variety of other duties as assigned. If the County Commission proclaims an emergency, County employees may be required to provide services during the emergency and for a subsequent period of assessment and recovery.MINIMUM QUALIFICATIONS: This position requires knowledge of GIS, web and database technologies, and spatial analysis. The incumbent must also have the ability to prioritize work, establish quality standards, and diagnose and resolve system operational problems.EDUCATION AND EXPERIENCE: The required knowledge, skills, and abilities include specific experience in ArcGIS desktop, ArcGIS Enterprise, and ArcGIS Online applications, typically acquired through a combination of education and experience equivalent to either:· completion of a non-degree GIS certificate program with four to six (4-6) years of work experience in the GIS field;a Bachelor’s or graduate degree in GIS, geography, or a related field with three to five (3-5) years of work experience in the GIS field.TO APPLY: Go to the “Careers” tab on our Gallatin County Website (https://gallatincomt.virtualtownhall.net/), locate this job and click APPLY.
