Job Description : We are looking for a dynamic, motivated, and detail-oriented communicator to join our team as the Government Affairs Administrator!
Eagle River Water & Sanitation District is a Colorado special district governed by a publicly elected board of directors, who set policy for us to achieve our critical mission of providing efficient, effective, and reliable water and wastewater utility services in a manner that respects the natural environment. As the Government Affairs Administrator, you will work with the boards of directors, management, and collaborate across departments with your Community Relations team. The ideal candidate for this role is a professional who has experience or is highly interested in the inner workings of local government, is skilled in building effective relationships, focused on accuracy and details, and thrives on creating processes for group success.
The primary responsibility of this position is to perform all duties and functions related to all board of directors’ meetings for Eagle River Water & Sanitation District, Upper Eagle Regional Water Authority, and Eagle Park Reservoir Company, including serving as secretary to the boards. This position is responsible for the district’s statutory deadline compliance, maintaining board records, and election administration and supports the Communications and Public Affairs Manager in board and government relations, policy development, and legislative affairs. As part of the Community Relations team, this position works across departments to provide information and assist with document preparation while supporting department teammates to inform and engage the public about District affairs, including at special events.

The Day to Day:
Governing Boards

Coordinate all meetings or informational sessions of the boards and board subcommittees
Ensure compliance with Colorado Sunshine Law
Prepare and distribute agendas and board packets to directors, staff, and public
Document board activities and decisions including drafting board minutes
Maintain official Board Record and adhere to records management procedures
Coordinate onboarding/offboarding for members joining and leaving the board

Governmental Affairs

Assure compliance with organizational and board statutory deadlines
Coordinate with legal counsel and applicable agencies on property inclusions into the District
Cultivate relationships with local governments within the district’s service area
Monitor information about regional, state, and federal issues / legislation relevant to the district
Serve as the Designated Election Official; conduct elections and collaborate with election officials
Obtain Colorado Notary commission and assist with Colorado Open Records Act requests
General administrative duties such as meeting scheduling, setup, and cleanup; drafting agendas, minutes, and reports; processing invoices, placing legal/public notices, updating the website, and maintaining organizational memberships

Community Relations

Work collaboratively within the Community Relations team and across all departments
Assist with special events, including the Vail Farmers’ Market on multiple summer Sundays. Occasional evening and weekend work will be required.
Be self-motivated, organized, willing to help with small or large projects, to achieve district goals
Edit and proofread the work of others while maintaining a high level of accuracy and ensuring district writing and design standards are upheld. Monitor own work to ensure quality.
Interpret information and situations, discern relevant issues and dynamics, and make sound professional recommendations consistent with organization mission, values, and objectives.
Abide by Incident Command System and understand Public Information Officer role

EXPERIENCE AND EDUCATION: Bachelor’s degree from a four-year college or university, preferably in Public Administration, Business Administration, Political Science, or Communications. Knowledge and understanding of Eagle County is required. Experience with Colorado special districts, Colorado Sunshine Law, and election administration is preferred. Knowledge of Incident Command System, board proceedings, paralegal duties, government structures and functions, Colorado Open Records Act, Fair Campaign Practices Act, public policy, and western water issues is helpful. Two to four years related experience and/or training; or equivalent combination of education and experience.
ORGANIZATIONAL SKILLS: Strong attention to detail is required. Envisions ways to make us more efficient, productive, and sustainable. Can handle multiple projects simultaneously and assist in a variety of tasks.
CUSTOMER SERVICE AND POSITIVITY: Commitment to customer service and community stewardship is required. Enthusiastic and willing to help others. Works well under pressure, able to switch priorities, and can change approach or method to best fit the situation. Able to deal with frequent change, delay, or unexpected events in a positive and productive manner.
RELATIONSHIP BUILDING: Must have a proven ability to establish and maintain highly effective relationships. This role will need to develop and maintain strong relationships with board members, executives, managers, elected and appointed officials of other public agencies, business leaders, community organization representatives, and the public. Must have a demonstrated ability to maintain confidentiality.
COMMUNICATION SKILLS: Outstanding written and oral communication is essential. Ability to prepare legal documents, correspondence, and other materials for management, boards of directors, consultants, and/or public groups. Effective writing, public speaking, interpersonal, and secondary source research skills.
TECHNOLOGY: This role requires proficiency with Microsoft Office Suite (Word, Outlook, PowerPoint, Excel), SharePoint, and Adobe Acrobat Pro. Advanced Word skills required. Experience working in presentation software and web content management systems is preferred. Knowledge of graphic design and other desktop software / tools is helpful. Ability to quickly learn and apply other software.
JUDGMENT AND DECISION MAKING: Able to maintain confidentiality and appropriately communicate sensitive information with tact and discretion. Ability to work independently; knows when to ask for help and seek resources to resolve issues.
LICENSES: Must possess or be able to obtain a valid Colorado driver license and be insurable under District standards.

Hiring Range
The annual salary range for this role is $57,395.52 – $86,071.44. Starting range depends on qualifications but generally falls within the minimum and midpoint of the pay range.
All District employees must submit to a pre-employment drug screen and extensive background check.
