Description of Job
THIS POSITION WILL WORK REMOTELY.
The Hearings Officer position is part of the Division of Unemployment Insurance, Appeals Unit. This position provides a means for an interested party to appeal an adverse decision and have a new and fair hearing. During the hearing, the record is fully developed using due process, the Colorado Employment Security Act, Regulations Concerning Employment Security, case law, and Handbook For Measuring Unemployment Insurance Lower Authority Appeals Quality, and internal procedures. Evidence and testimony are considered and a decision based upon statute, regulations, and case law is typed and issued deciding eligibility for, entitlement to, and liability for, unemployment insurance benefits and taxes. This position creates the only record allowable in any appeal to higher authority and the courts.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS: Education and Experience: Bachelor’s degree from an accredited college or university
AND
Three (3) years of professional experience of working in Unemployment Insurance
Substitutions: A Juris Doctor (JD) or Bachelors of Law (LLB) degree may be substituted for the required education and two years of the required experience. Work experience in the above fields or as a paralegal may be substituted year-for-year for the required education. Time spent in a training environment will not be counted towards requirements or substituting experience for the Hearings Officer II position.

Conditions of Employment:
Must be a Colorado resident at time of application.

Effective September 20, 2021, employees will be required to attest to and verify
whether or not they are fully vaccinated for COVID-19. Employees who have not been
fully vaccinated may be required to submit to serial testing in the future. Upon hire,
new employees will have three (3) business days to provide attestation to their status
with proof of vaccination. Vaccinated employees must provide proof of vaccination.
Note: Fully Vaccinated means two (2) weeks after a second dose in a two-dose series
of the COVID-19 vaccine, such as the Pfizer or Moderna vaccine, or two (2) weeks
after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine, as defined
by the most recent State of Colorado’s Public Health Order and current guidance
issued by the Colorado Department of Public Health & Environment.
While a wide salary range is posted for this position, an eventual salary offer is determined by a comprehensive salary analysis, which considers multiple factors including but not limited to education and experience compared to others in the organization doing substantially similar work.
