POSISTION OVERVIEW:
JR Engineering is a forty-nine-year-old company specializing in Civil Engineering and Surveying services to public and private clients within the state of Colorado. The company is growing from 80 employees located in four office locations in Colorado Springs, Golden, Centennial, and Fort Collins to 100 employees in 2022. JR Engineering is seeking an experienced Human Resources and Administrative Manager to ensure compliance with regulations, keep detailed records of job descriptions, coordinate interviews for job candidates and conduct onboarding and new employee orientation. The position will also manage, coordinate, and administer company benefits, policies, procedures, and performance reviews. The role requires well-developed communication skills and adaptability to work effectively with technical employees. The company culture is one of collaboration, teamwork, and small company feel.
JOB RESPONSIBILITIES:

Manage and Coordinate tasks with other support service specialists including Informational Technology, Business Development Accounting, Benefits, and Administrative operations to support the Civil Engineering and Surveying business operations.
Be the first point of contact for employees on any Human Resources related queries.
Administer and edit Human Resources policies and procedures including employee hand book and company safety procedures to be in compliance with employment laws, regulatory matters, and legislative trends.
Attract, source and recruit top talent by various means including sourcing candidates, college career fairs, developing job descriptions and sources to post, promoting job openings, coordinating with external recruiters, reviewing applicant information, conducting interviews and coordinating interviews with hiring managers. Create and manage a resume data base and prepare all offer letters to be executed by the President.
Maintain employee records and compile statistical reports concerning HR related data such as hires, transfers, and performance appraisals.
Conduct/oversee employee relations and performance reviews with the managers including standardized performance review appraisals.
Perform conflict resolution, administer disciplinary procedures, coordinate and deliver employee separation decisions.
Administer employee leaves, employer-provided and employer-mandated employee benefits (including managing the open enrollment process for 401k and health care benefits).
Manage and oversee STD/LTD and Workers’ Compensation.
Coordinate with our PEO provider on payroll, administration of our Health Care benefits, COBRA, employee handbooks, on and off-boarding of employees, open enrollment, and any other items that may arise during the service agreement with our PEO provider.
Manage and coordinate with the company’s Commercial Insurance Broker to obtain proposals for company insurance needs and provide recommendations to the Board of Directors.
Manage and coordinate any concerns with the four office leases including issues that may arise with parking lot security and building issues that are not functioning correctly.
Manage and coordinate employee functions including company work events and gatherings including annual company holiday party, summer picnic, birthday celebrations, and sports leagues such as golf and softball.
Provide proactive support and direction to all business sectors for: employee relations/support, evaluation of employee performance and productivity, evaluation of employee satisfaction (survey’s, and/or roundtable meetings, and exit interviews to be used), and employee career development.
Deliver tools and techniques to enable managers and supervisors to coach their staff and comply with Human resource policies and procedures.
Responsible for implementing employee benefit plans including but not limited to: negotiation and selection of plans with benefits broker, maintaining the company’s plans to be competitive in the market, locating and evaluating alternative benefit options.
Responsible for compliance of all Human Resource related issues and laws, both at the Federal and State levels as they relate to: policies and procedures, records management, employee handbooks, recruiting, terminations, and risk management.

JOB QUALIFICATIONS:
Knowledge, Skill and Ability:

Knowledge of the principles and practices of human resources management.
Knowledge of sound techniques in all aspects of human resources management.
Knowledge of the organizations and operations of administrative programs.
Ability to develop long-term plans and programs and to evaluate work accomplishments and needs.
Ability to present facts and recommendations effectively in oral and written format.

Education or Formal Training:

Bachelor’s degree in Human Resources or related field.
PHR certification is a plus.

Experience:

Five to eight years in a Human Resources capacity with responsibility for employee relations, recruiting, and benefits administration.
MS Office applications.
Previous work in the professional engineering and architectural industry is preferred.
