Description of Job

This position provides support and administrative-technical assistance to the Division of Human Resources by providing office administration for the HR Division including expense and purchase tracking, directing the day-to-day work of the division administrative assistant, coordinating employee recognition programs, managing the Chief HR Officer’s’s calendar, and managing special assignments as requested. This position provides support with regular and non-routine administrative activities and serves as a liaison with various internal and external stakeholders. A high level of confidentiality, discretion, customer service, professionalism, and flexibility is required.

Major duties and responsibilities include, but are not limited to:

Serve as a liaison for the HR management team to track initiatives, timelines, and progress on special projects and deliverables;
Execute special assignments, including employee notifications, COVID vaccination tracking, etc.
Manage CHRO’s calendar; arrange meetings and occasional travel arrangements.
Work closely with the HR Management team and CHRO to prioritize meetings and events
Gather agenda items and take meeting notes as requested. Ensure meeting participants have all necessary materials and files prior to/during the meeting. Schedule conference rooms, ensure appropriate setup, and assist with the use of videoconferencing and teleconferencing equipment.
Serve as project leader on special projects and assignments; plan the scope of work, establish timelines, assign tasks, analyze data as needed, monitor progress, and evaluate and present final product;
Build relationships and rapport with a wide variety of internal and external customers and stakeholders;
Represent CDOT in person, by telephone, or via correspondence with customers as well as public organizations and the traveling public;
Examine expenditures and reconcile monthly budget; troubleshoot discrepancies for expenses incurred and paid; approve monthly office supply purchases; document year-end accruals for programs; prepare and distribute regular financial reports to CHRO;
Create purchase orders and coordinate new contracts for purchase requests in SAP;
Manage the employee recognition programs;
Determine the day-to-day activities and expectations of the Admin Assistant III and assigned temporary employees, with input from CHRO and HR managers.
Assist with personnel records and filing
Other job duties as assigned.

Work Environment:

Primarily 8:00 am – 5:00 pm work hours, Monday-Friday
Remote/office hybrid
Works in a politically sensitive environment requiring strict confidentiality

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

At least four years of full-time professional general clerical or administrative service experience, which included at least one year of high-level administrative support experience (see below for description)

High-level administrative support experience involves providing direct administrative support to a manager, including all of the following: managing calendar and appointments, creating correspondence, tracking data or projects, and monitoring budget or handling invoicing.

Substitution: College, university, or non-correspondence business school course work may substitute on a year-for-year basis for the three years of general clerical or administrative service experience, but will not substitute for the year of high-level administrative/executive assistant experience.

Years of State service experience related to the duties of this position;
High level of comfort with office systems including Microsoft Office and Google Suite
Demonstrated ability to learn HR systems including NeoGov, SAP, SuccessFactors, and OnBase
Ability to learn State Personnel and Fiscal Rules;
Experience with handling confidential documents;
Knowledge of budget monitoring and tracking, and basic bookkeeping skills;
Experience in automating documents and maintaining an electronic record management system;
Proven ability to manage multiple assignments, priorities, and projects in a demanding environment;
Ability to work under tight deadlines and be adaptable to changing assignments;
Ability to take initiative to solve problems in an innovative manner;
Ability to partner with a wide variety of stakeholders, in situations that may be politically sensitive.
