Employment Type: 0 – Full-time Regular Pay Range: $31,494.00 – 47,241.00 Location: Castle Rock, CO Overtime Exempt: N Elected Office / Department: HUMAN SERVICES

This position provides eligibility and clerical support to internal and external customers, performing a variety of duties and responsibilities related to families participating in programs such as Food Assistance, Medicaid, and Financial Assistance. Generally, the hiring range is $31,494-$39,368. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary. ESSENTIAL DUTIES AND RESPONSIBILITIES: The following examples are illustrative only and are not intended to be all inclusive:

Gather, organize and review information supplied by applicants and recipients regarding financial and non-financial criteria relevant to initial and ongoing eligibility for applicants of the eligibility programs. Verify information given by clients as required by direct contact, collateral contacts, phone contacts and any other necessary method.
Assist applicants in navigating the application process, completing forms, and securing and verifying documents needed to complete the application process.
Provide information and assesses need for referral to internal staff and/or other community agencies for available assistance.
Utilize computer daily for inquiry, records research and initiation of applications in benefits management system. Enter detailed case notes in system.
Assist Eligibility and Customer Service staff with managing phone volume and client contacts. Clear and return voicemail for Eligibility staff.
Assist with managing and assigning tasks within the electronic content management system to assist Eligibility staff with timely and accurate processing of applications and verification.
Sort, scan and assign mail to appropriate staff. Update CBMS with client changes such as address changes, requests for case closure or case transfers.
Maintain inter county transfer caseload within CBMS, review appropriate screens in CBMS, and assign the cases to the appropriate caseload.
Performs other duties as needed and assigned.

SUPERVISORY RESPONSIBILITIES: This position does not supervise others employees. CONTACTS: This position has daily contact with other employees, clients and the public. Incumbent must be able to create and maintain working relationships with applicants, recipients, coworkers, advocacy groups, legal representatives, the public and other agencies of the community. Must be able to work with applicants who may be in crisis. INDEPENDENT JUDGMENT: Ability to use initiative to direct own activities.

MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

A high school diploma or GED.
One year of course work or related experience.
A good working knowledge of MS Word, Excel and E-mail systems.
Will need to learn some of the State computer systems.
Prior knowledge of CBMS would be of value.
A combination of education and experience may be considered.

LANGUAGE SKILLS: Ability to effectively communicate in both oral and written form. Ability to read and interpret documents and procedure manuals. Ability to develop reports and correspondence. Ability to establish and maintain effective working relationships. Ability to speak with clients in a clear, concise manner and to answer program questions effectively. The ability to speak Spanish is preferred.
REASONING ABILITY: Ability to apply common sense understanding to the situations presented and to interpret and carry out instructions. Ability to make appropriate judgments and decisions based on available information.
OTHER SKILLS and ABILITIES: At departmental discretion, candidate may be required to demonstrate use of computer, mathematical, and/or other specialized skills through pre-employment assessment testing. Must be able to work in a Windows-based computer environment, operate general office equipment, such as facsimile, photocopy and scanning equipment. Must have the ability to grasp the complexities of CBMS and other state computer systems. Must have the ability to understand complex rules and regulations as they relate to the eligibility programs in order to provide accurate information to clients.
CERTIFICATIONS, LICENSES, & REGISTRATIONS: This position requires successful completion of a criminal background check including fingerprinting through a national database.
WORK ENVIRONMENT: Work is generally performed in a typical office environment.

In the event of an emergency/disaster in or near the County, all County employees are expected to make every effort to be available to assist the County Manager, Elected/Appointed Officials and Department Directors to ensure the continued operation of any and all necessary County functions. This may mean being available to perform additional duties and hours beyond what is normally required. In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County.
