We are looking for an
Innovative Models of Care Policy Analyst to join the
Benefits and Services Management Division (BSM) of the
Office of Community Living (OCL)!

The BSM Division administers the state’s long term care programs such as nursing facility, hospital backup, and community long term care programs such as Home and Community Based Services (HCBS) waiver programs. The division provides oversight and monitoring for the state’s single entry point system for access to the state’s long term care programs. The Division plays an important role in the Department’s mission to improve access to cost-effective, quality long term care services and supports for Coloradoans.

The
Complex and Supportive Services Section within the BSM Division is responsible for developing, implementing, and administering benefit policy for skilled nursing facilities, hospital backup programs and intermediate care facilities. Responsibilities include defining the scope of services to be provided, coordinating a broad spectrum of programs and services to clients, and monitoring utilization, quality and cost effectiveness of program services.

Description of Job

WHAT YOU’LL BE DOING AS INNOVATIVE MODELS OF CARE POLICY ANALYST:

As staff authority, lead development, implementation, and management of three projects in the HCPF-approved ARPA plan using detailed understanding of federal and state authority, CMS, and national best practices:

Residential Innovation: Develop and pilot continuum models of care that incentivize the creation of small, person-centered residential programs, emphasizing rural communities to include analysis of how to sustain small group living environments.

New Systems of Care: Identify, develop, and pilot innovative systems of care that recognize and leverage the needs and capabilities of various populations.

Promote Single Occupancy: Analyze, develop, and implement incentive payments using state-only funding for providers to convert more space to single occupancy rooms.

Determine and evaluate performance metrics, performing extensive review of the service array in Colorado to identify regulatory gaps, policy considerations, and program performance needs.

Analyze complex data for trends and create reports regarding quality, eligibility, policy recommendations and service delivery, and provide data analysis and project updates for fiscal planning, and federal and state reporting requirements.

Develop and manage state general fund grant programs related to New Systems of Care and Single Occupancy, and implement solutions to ensure program viability.

Develop and implement stakeholder engagement strategies to obtain input and recommendations in the development and implementation of ARPA projects.
Analyze and make recommendations to leadership regarding contract decisions, problems, or actions needed as well as contractual corrective action, including serving as contract liaison with contractors to resolve conflicts, disputes, or grievances.

MINIMUM QUALIFICATIONS:

Bachelor’s degree from an accredited institution inAdministration, Business Management, Health Care Policy, Public Administration, Public Policy, Law, Human Services or a field of study related to the work assignment.

AND

Three years of professional experience in public health program management, public health policy development, public health program evaluation, disabilities, nursing facilities, behavioral/mental health, Medicaid policy, other social service programs, or any combination thereof.

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Experience with:

Medicaid programs, policy, and/or public health financing

Stakeholder participation and development

Development and implementation of policy

Person-centered service delivery with people and families who have intersections of identities that experience challenges navigating supports and services (e.g., race, ethnicity, LGBTQIA+, different abilities, socioeconomic status, geographic location, etc.).

Service delivery experience in:

Long-Term Services and Supports

Home and Community Based Services

Nursing facilities

Hospitals

Home health

Other human/ social services.

Knowledge of:

Current practices in the delivery of community-based services to people and families with culturally and linguistically diverse communities

Person-centered thinking practices

Definition of Professional Experience:
Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor’s or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

CONDITIONS OF EMPLOYMENT:

All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.

Effective September 20, 2021, employees will be required to attest to and verify whether or not they are fully vaccinated for COVID-19. Employees who have not been fully vaccinated may be required to submit to serial testing in the future. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination. Vaccinated employees must provide proof of vaccination.

Note: Fully Vaccinated means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer or Moderna vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine, as defined by the most recent State of Colorado’s Public Health Order and current guidance issued by the Colorado Department of Public Health & Environment.

This is a term-limited position with funding through
March 31, 2024. Successful candidates will sign a Waiver of Retention Rights and normal personnel rules regarding retention will not apply.
