Contributes directly to the strategy, development, and quality of IT Service Management and the County’s IT service delivery capability.
Develops, implements, and maintains a variety of IT service management processes; ensures their effective delivery, management, and improvement to meet business needs.
Creates, monitors, and reports on a comprehensive set of service quality and process metrics and KPIs.
Develops both short- and long-term service and process goals and maturity levels to be achieved over the specified time period.
Responsible for the implementation and oversight of policies, procedures, objectives, and evaluation criteria for each process improvement project criteria; monitors and evaluates ongoing services to assess service effectiveness, quality of service, and return on investment.
Supervises, mentors, and evaluates professional and technical personnel. Participates in hiring and disciplinary process. Identifies current and future staff development needs and training opportunities. Models professionalism to staff.
Partners and collaborates with other teams and process owners to deliver a holistic IT Service Management program with a coordinated set of continuous improvement initiatives.
Works with stakeholders to provide thought leadership on ITIL process development, the current position, roadmap, and strategic direction.
Owns and leads the execution of the process development and improvement roadmap for multiple ITIL processes to improve alignment and business outcomes.
Active stakeholder and driver in underlying operations process and infrastructure, to direct continuous improvements across the supporting teams to create, measure, and report on Service Level Agreements (SLAs) and Operating Level Agreements (OLAs).
Performs other duties as required.
Qualifications
Bachelor’s degree in business administration, computer science, management, or related field required.
Minimum seven (7) years of related progressive experience in IT services delivery, solutions implementation, project management, operations management and/or team leadership required.
Minimum five (5) years experience in IT Service Management and/or IT process management through a structured approach (such as ITIL v3) required.
Knowledge of and experience with lean management techniques preferred.
Knowledge of developing and managing SLAs, KPIs, and critical success factors for IT services, processes, operations, and work environments.
Knowledge of developing and managing continuous improvement programs.
Ability to lead cross-functional teams to develop, deliver, operationalize, document, and support solutions.
Ability to establish vision, drive change, organize projects, communicate and delegate tasks, and deliver results among a broad spectrum of stakeholders, frequently under deadline pressure.
Skilled in employee management including supervision, training, team building, and conflict management.
Must have service, project, and results-orientation with strong analytical and problem solving skills.
Must possess a high level of professionalism, interpersonal skills, and integrity to handle sensitive and confidential situations and information.
Excellent written and verbal communication skills. Skilled in writing and maintaining accurate records, reports, and plans to meet management objectives.
Ability to establish and maintain effective working relationships with co-workers, County staff, and vendors.
Maintain regular and punctual attendance.
An equivalent combination of related education and experience may be substituted for the education and experience requirements above.
Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
Licenses/Certificates
Must possess and maintain a valid Colorado Driver’s License.
Criminal Justice Information System (CJIS) certification, or have the ability to successfully obtain within ninety (90 days) of employment.
ITIL (v3 or later) Expert Certification preferred.
Project Management Institute (PMI) Project Management Professional (PMP) certification and/or PMI Agile Certified Practitioner (PMI-ACP) preferred.
