Job Description : Duties

SCADA display SME (Subject Matter Expert); to include, routinely making changes to SCADA displays and database.
Verifies correct mappings between the database, RTUs (Remote Transmission Units), displays, and power system devices.
Knowledge of systems applicable to SCADA (data communications, database, single line drawings).
Participates in the validation process when commissioning new or rebuilt substations for WAPA and other area utilities.
Provide leadership establishing regional policies and procedures in collaboration with internal and external business partners.

At this time, EO 14043 is subject to a preliminary nationwide injunction. Although this injunction may ultimately be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action at this time to implement or enforce EO 14043’s requirement that employees must be fully vaccinated against COVID-19. However, as Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine, the selectee(s) for this position will be required to submit information about his/her vaccination status. Providing a knowing and willful false statement on either DOE’s COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE’s vaccination tracking system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.

Qualifications

You must meet all the qualification and eligibility requirements for the position by the closing date of the announcement. To qualify substituting education for 1 year of specialized experience for the GS-11 level -You must have a:Ph.D. or equivalent doctoral degree or3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. Major study-computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. **Transcripts MUST be submitted- if using education for qualification at the GS-11 level. You must have IT-related experience demonstrating each of the four (4) competencies listed below. The experience or education must be IT related and may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate.

Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To meet this requirement, you must demonstrate proficiency in each of the four competencies listed above as follows: GS-11 level – You are able to successfully complete tasks in each competency as requested. Help from an expert may be required from time to time, but you can usually perform each competency independently. GS-12 level- Applies the competencies in considerably difficult situations and generally requires little or no guidance. You must also have one year of Specialized experience: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service GS-9 level. You must have IT-related experience demonstrating one (1) year of specialized experience in two (2) of the four (4) experiences listed below. GS-11

Experience in process control systems applications (such as SCADA for energy management or other applications)
Experience in electrical system drawings (such as, substation or transmission system single line drawings)
Experience in basic software development and integration, including scripting language.
Experience using change management systems
