Job Description : Description

Processes business, liquor and marijuana license applications, reviews technical, legal and commercial documentation for accuracy and consistency, assesses fees and explains county licensing rules, regulations and state statutes. Has discretionary authority to review and make critical preliminary licensing application decisions. Performs office and administrative support work. The work involves maintaining records. Liaison with internal and external agencies.

Examples of Duties

Essential Job Functions

Accepts and process applications for business, liquor and marijuana licenses and renewals including guiding business owners through the application process and reviews for accuracy and all legal business and transactional documentation that accompany applications.
Administers liquor and marijuana codes.
Responsible for all Public Notices.
Responsible for collecting, remitting, monitoring, reporting and submitting all monies collected and the securing of all money according to appropriate protocol.
Reviews and processes liquor and marijuana license applications for new licenses and renewals and other various license-related transactions.
Ensures completeness of liquor and marijuana applications.
Ensures all licenses are compliant with Colorado and local Liquor and Marijuana Codes, Rules and Regulations.
Coordinate all activity between Pueblo County, the licensee and the Liquor and Marijuana Licensing Board.
Sets neighborhood radius.
Tracks status of applications and deposits or refunds associated fees as appropriate.
Corresponds with State Marijuana and Liquor Enforcement Divisions and Sheriff’s Office, as needed.
Monitors, reports requirements and cooperates with the State Liquor and/or Marijuana Enforcement Divisions
Ensures Licensee compliance with Colorado and local Marijuana and Liquor Codes, Rules and Regulations.
Publishes various legal notices and posts notices on premises.
Prepares staff memorandum through the Director on each License application for Liquor and Marijuana Licensing Board hearings.
Develops and maintains spreadsheets as necessary.
Screens and routes public inquiries by phone or in person based on the nature and sensitivity of the inquiry.
Prepare reports and presentations for the Liquor and Marijuana Licensing Board, the Board of County Commissioners and the public.
Processes background clearance checks to ensure compliance with regulations.
Monitors and logs incidents related to license applications.
Takes appropriate action for license and facility violations.
Coordinates all activity with the Liquor and Marijuana Licensing Board.
Attends all Liquor and Marijuana Licensing Board meetings.
Stay abreast with all current and new legislation and regulations as they pertain to liquor and marijuana.
Participate in the development of internal policies related to liquor and marijuana.
Works very closely with the Land Use and Marijuana Code Compliance Inspector.
Works closely with the GIS Department to maintain the Licensing WebPages.
Performs other duties as appropriate or necessary for performance of the job.

Develops and maintains office procedures, routines and filing systems to ensure daily objectives and operation for liquor and marijuana are performed efficiently.

Typical Qualifications

Knowledge, Skills and Abilities Full Proficiency:

Ability to work extended hours as needed to keep up with workload.
Knowledge of maintaining and compiling a variety of computer records and files.
Routine software and business applications including, but not limited to, word processing, spreadsheets, presentation software and databases.
Modern office practices and procedures.

Expert Proficiency:

Provides professional customer service to clients and public.
Knowledge of new and renewal application protocol and regulations for Liquor and Marijuana establishments.
Maintains sensitive and confidential information.
Must possess excellent money handling skills.
Knowledge of the fundamental principles of data entry.
Possess strong organizational skills, initiative and attention to detail, as well as good grammar, spelling and punctuation skills.
Performs duties independently without close supervision.
Follows verbal and written instructions.
Possess the ability to provide detailed updates and reports at all times.
Ability to make detailed public presentations to the LMLB, BOCC and the public on a regular basis.
Ability to operate standard office equipment, including typewriters, computers, computer software, calculators, printers, copiers, scanners and facsimile machines.
Standard software and business applications including, but not limited to, word processing, spreadsheet, presentation and database software (Microsoft Products)
Operates and maintains a computerized database and spreadsheets to provide accurate and timely reports.
Ability to communicate well with a variety of people and tactfully handle difficult or uncomfortable situations.
Elicits information from others and provides and explanation or information exchange appropriately in concise, intelligible and professional manner.

Education:
High School Diploma or GED required

Bachelor’s degree from an accredited four-year college or university preferred.

Experience:
Minimum of five years of office management experience required, with an emphasis in liquor or marijuana licensing preferred.

Licenses and/or Certificates:
Valid driver’s license at the time of application and a valid Colorado driver’s license at time of hire.

Special Requirements:
Must successfully pass background check.
