Job Summary:

Reporting to the Director Building Deputy Chief Building Official. The Manager, Plan Review will oversee and be responsible for the day-to-day administration of the plan review functions related to applications received for construction and demolition permits.

Major Responsibilities:

Develops and implements detailed plans and recommends policies regarding program specific requirements
Manages, motivates, hires and trains multidisciplinary staff within the unit, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and implements disciplinary action when necessary.
Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
Forecasts industry trends and, with counterparts across the City, recommends the assignment of Divisional resources and service levels to meet shifts in the industry’s high volume demands. Recommends service level adjustments and budget requirements in response to change in workload.
Manages and establishes quality standards for program delivery to ensure conformance with the life, fire, structural and health regulations of the Ontario Building Code and, where applicable, good engineering practice, and conformance with zoning by-laws and all other applicable by-laws.
Leads/participates in the development of new City wide by-laws and/or business practices effecting development.
Organizes and monitors all stages of the permit process including compliance with Building Code, zoning and sign by-laws and all other applicable laws.
Ensures all permit applications in plan review and planning applications circulated for comment meet the established turnaround time frames.
Organizes and monitors the permit process ensuring that conditions of site plan agreements, Section 37 agreements, development agreements, Heritage Easement agreements and all other collateral agreements are compiled with, prior to the issuance of building permits.
Ensures plan review section properly interprets and applies the Municipal Code and by-laws relating to parks levies, development charges and educational development charges.
Ensures plan review section correctly calculates all permit fees, development charges and educational development charges and resolves disputes related to applicability of fees, levies, and development charges.
Performs the role of a mediator in resolving disputes arising from non-compliance with mandated responsibilities including the assessment of equivalents for compliance.
Reviews and assesses alternative solutions submitted by professional designers in accordance with good professional practice.
Provides evidence, develops the strategy of defence and attends discoveries where there is civil litigation against the City. Represents the City’s interests in crisis situations involving corporate liability.
Leads and/or participates on various internal committees responsible for the development of policies and procedures designed to improve efficiencies.
Develops and responds to ongoing technological change.
Liaises with City Council members and represents the City and the Department at committee and constituency meetings. Liaises with other City Divisions and outside agencies on matters relating to permits development, Building Code, zoning and related applicable legal issues.
Provides direction and leadership including technical support, direction, problem solving to team members in obtaining the Division’s stated goals and objectives.
Develops and implements training programs for existing and new staff to ensure high standards and quality performance.
Develops and implements district and divisional policies, procedures and interpretations, makes decisions and resolves conflicts between staff and clients and other stakeholders.
Provides advice and support to the District Manager, Director, Executive Director and writes reports to Community and City Council. Advises elected officials on matters related to the Building Code, zoning and sign by-laws and other related acts and regulations effecting development, policies and procedures.
Researches and prepares reports related to development proposals, building permit issues and sign variance requests, sign by-law amendments and demolition permits for submission to Community Council or other subcommittees of City Council.
Participates and represents the district and division on various working groups, teams and committees, including attending public meetings, court proceedings and hearings to provide technical advice, evidence and testimony.
Provides technical leadership on issues pertaining to the Building Code, the zoning by-laws and other applicable laws.
Participates as a member of the district management team.
Manages the risk associated with issuing of all building permits including conditional permits.
Interacts with the news media, responding to questions on specific projects and responds to technical, policy and procedural questions.

Key Qualifications:

Post-secondary education in a professional discipline pertinent to the job function combined with relevant management training and experience, or equivalent combination of education and experience.
Experience in a leadership role in a plan review or inspections function working closely with staff, and other stakeholders.
Experience with policy and program development and implementation.
Must have successfully completed and achieved professional manager/supervisor designation as required and administered by the Ministry of Municipal Affairs in accordance with O. Reg. 305/03.
Must possess a valid G-license, be eligible to obtain a City driving permit, and have access to a vehicle.
Knowledge and understanding of building construction, the Ontario Building Code Act, Ontario Building Code and other applicable laws relating to the construction industry.
Highly developed interpersonal skills with the ability to interact and communicate effectively at all levels of the organization.
Ability to work effectively with colleagues, line managers and direct service staff in identifying and meeting city building needs.
Knowledge and application of the Occupational Health and Safety Act; knowledge of related legislative, contractual obligations and corporate policies.
