The Manager, Training and Development is responsible for the planning, implementation, tracking of the organization’s workforce training and development programming and provides leadership in the areas of instructional design, learning technology, best practices, and process improvement methodologies. Programming includes new employee induction, leadership development, employee professional training, and employee engagement assessments while promoting an inclusive and innovative work environment.
Duties & Responsibilities:
ESSENTIAL:

Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling; ensures consistent application of Employee Handbook, processes, and procedures. Conducts performance reviews for direct reports and holds employees accountable for optimal performance of their responsibilities.
Manages and implements educational training and professional development programs to fulfill the organization’s strategic plan. Coordinates leadership development programming including planning, creating, and facilitating activities. Additionally, works with Director, Human Resources and other leadership team members in developing strategies to enhance the current programming and expand future programs.
Conducts needs assessments through partnerships with managers, staff, and bargaining unit representatives to understand the best training performance measurement instruments and instructional solutions for the organization. Implements policy and procedure changes based on findings.
Provides research, data analytics, and reporting to evaluate training performance and inform decision making of workforce training offerings and instructor delivery. Drafts communications, reports, and/or presentations about findings.
Monitors training budget allocation and coordinates budget request changes with the Director, Human Resources accordingly.
May act as an advisor to department managers and staff on project tools, best practices and standards

QUALIFICATIONS:

Bachelor’s degree required. Preferred specialization in human resources, education psychology, organization development, instructional design, social sciences or related field preferred.
A minimum of ten years of professional level work experience in organization assessment, organization analysis, and instructional design.
A minimum of five years of experience leading and managing the performance of multiple direct reports.

KNOWLEDGE, SKILLS & ABILITIES

Proficiency in adult learning theory, instructional design, curriculum development, needs analysis/ evaluation methodologies, and group facilitation.
Proficiency with Microsoft Office Suite.
Ability to communicate effectively, both orally and in writing.
Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.
Ability to use sound judgment.
Ability to work flexible hours including evenings and weekends as necessary.
Ability to research and analyze.
