This position is located in the Division of Child Welfare Provider Services Unit. The Division is responsible for the ongoing implementation of child welfare services in Colorado and supervises county departments of human/social services in the administration of Child Welfare programs, as well as privately operated 24-hour care facilities. The Provider Services Unit exists to license, manage, supervise and provide statewide oversight for privately operated 24-hour childcare facilities and agencies, to include Residential Child Care Facilities, Secure Residential Treatment Centers, Psychiatric Residential Treatment Centers, Qualified Residential Treatment Programs, Homeless Youth Shelters, Specialized Group Homes and Centers, Child Placement Agencies, Adoption Agencies, and Day Treatment Facilities across the State of Colorado. The goals of the unit are to ensure the health, safety and well-being of the youth served in those facilities. The work unit is responsible for comprehensive integrated (Interagency) licensing and monitoring of the 24-hour childcare facilities and to audit and investigate reports/allegations involving licensing violations, facility or agency culpability, and to ensure the safety of children in out-of-home placements.

Oversees 24-hour facilities and agencies licensed under the Division of Child Welfare; specifically, the position monitors and completes investigations to ultimately ensure the health, safety and well-being of children placed in 24-hour care facilities, more specifically, residential child care facilities, qualified residential treatment programs, day treatment facilities, homeless youth shelters, secure residential treatment centers, child placement agencies, and specialized group facilities and foster home certifications and ensures ongoing compliance with the rules and regulations specific to the license type; oversees the quality of the programming in facilities and agencies and generally ensures that youth are receiving quality care and treatment by evaluating treatment planning, staff and care provider qualifications, training, and supervision, and financial stability, conducting interviews with youth in care and persons providing care, following up on Reports of Inspections and required corrective actions. Provides technical assistance and program improvement recommendations for agencies/facilities.

Job Duties:

Evaluate the quality of programming, practices and policies, and compliance with providers of out-of-home care.
Assessing content received by provider through means of critical incident reporting.
Ensure staff and care providers are supervised and trained according to their individual needs and the needs of the youth.
Assess treatment planning, observe milieu, assess the quality of home study evaluations.
Assess behavioral interventions utilized by facilities, examine financial documentation to ensure stability of agencies and facilities and that the needs of the youth are being met.
Conduct interviews with staff, foster families, and youth to determine the quality of care provided.
Provide or research options for and coordinate technical assistance to licensed facilities and agencies in order to support the delivery of quality care to youth and to increase their compliance with State and Federal rules, with particular focus on child protection and safety.
Oversee and direct providers to improve programming to ensure the safety, care, and well-being of children in placement.
This position is a technical assistance expert for the Division of Child Welfare in the areas of licensing, child care/child welfare and treatment planning related to these populations.
Serve as the staff authority on child care and child welfare treatment and the protocols necessary to assure resident safety and well-being.
Determine when agency/facility is not in compliance with rules and statutes.
Determine if staff at the facility are qualified to perform job duties.
Determine if treatment plans are written to reflect the individual needs of the child in care.
Develop, test, and refine review instruments in order to assure that child safety concerns are addressed.
Ensure that facility self-assessment tools are developed, treatment standards are detailed in rule, and integrated (interagency) processes are maintained and enhanced.
Provide technical consultation and assistance to all Divisions responsible for out-of-home child placements to develop new rules, statutes, or revise rules in order to improve county and provider performance and to assure children’s health, safety, and well-being.
Other job duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Education and Experience:

Bachelor’s degree from an accredited institution in a field of study related to Human Services, Social Work, Psychology, Sociology, or a closely related field

~AND~

Three years of professional experience related to child welfare with a focus on investigations, counseling and evaluating programs and interviewing children and adolescents and/or experience working in community-based social services programs that provide 24-hour care to youth with a focus on staff training, supervision of staff, evaluating programs and knowledge of Volume 7 Rules and Regulations

Substitutions:

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education will substitute for the required experience on a year for-year basis. (Must attached unofficial transcripts to the application, for education as a substitution to be credited)
Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a pro-rated basis to determine qualifications. Preferred Qualifications:

Preferred candidate will have at least Five years of public or private sector related to Child Welfare Experience focus on investigations, counseling and evaluating programs and interviewing children and adolescents
Graduate degree from an accredited college or university in Public Administration, Psychology, Social Work, Childhood Development, Sociology, or a closely related field of study
Experience providing direct care and/or mental health services
Demonstrated knowledge of child welfare policies and practices, residential best practice standards, and licensing regulations and statutes
Experience in supervising or administering programs focused on intake/child protection or child welfare
Skilled in interviewing children and adolescents
Experience in an advisory or consultative role
Proven ability to direct research, analyze, and report on complex issues
Outstanding skills and abilities in verbal and written communications; ability to adapt a style to fit audiences of varying technical levels, and at various levels within an organization, in groups and individual settings
Demonstrated ability to establish collaborative partnerships and effective working relationships with a variety of internal and external customers and diverse public and private stakeholders
Demonstrated proficiency working collaboratively with internal teams; and national, state, and community partners

Conditions of Employment:

A pre-employment criminal background check will be conducted as part of the selection process as this position is deemed to have direct contact with vulnerable persons. Felony convictions, conviction of crimes of moral turpitude, or convictions of misdemeanors related to job duties may disqualify you from being considered for this position. Must successfully pass a TB (tuberculosis) Test.
This position will be paid biweekly.
Valid and Current Colorado Driver’s License.
Car insurance is required, as this position travels multiple times per week to sites across the state to conduct supervisory visits and investigations. Normally use state vehicles; however, there are times when these are unavailable and use of personal vehicle is required.
This position is home-based and the physical work address is the employee’s home address.
Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position.
