JOB SUMMARY
The mandate of Roads and Parking Services is to provide integrated, safe and efficient maintenance of the City’s road right of way and transportation system and the management of parking functions.
You are responsible for conducting field investigations related to the mandate of Parking Services, including parking safety, on and off-street parking facility conditions, service level agreements, payment & access equipment functionality, pavement markings, signage, facility congestion and vehicular conflict problems; compiling field information (including preparing sketches, taking photographs and field measurements, etc.) and complainant and third party interview results; recording and reporting investigation results regarding security, safety and accessibility of on and off-street parking facilities and infrastructure; and submitting completed parking assessment assignments to the Program Manager, Parking Operations for review, approval and/or consideration and communication to the appropriate parties.
You also use and maintain the parking database system and other applications to retrieve information and generate reports related to parking operations and investigations, in accordance with City computer policies and branch system protocols, and respond to customer inquiries and complaints related to parking services/programs within defined service standards.
EDUCATION AND EXPERIENCE
Completion of 2 year community college diploma in engineering and information technology (including Civil Engineering Technician, Automation Engineering Technician, Construction Engineering Technician, etc.) or related field
Minimum of 3 years of experience in parking or related investigations, parking operations and transportation or an equivalent transportation related field
KNOWLEDGE
Fundamentals of parking operations, parking enforcement, transportation planning and traffic management
General knowledge of structural components, construction methods and design fundamentals related to parking garages, roads, sidewalks, etc. gained through experience or education
Basic understanding of Ontario Highway Traffic Act and the City’s Traffic and Parking By-law
Data collection, statistical analysis and research techniques
Knowledge of corporate computer applications including word processing (Word), spreadsheet/databases (Excel, Access),presentation (PowerPoint), email (Outlook), the internet (explorer) and other software (Vision, etc.)
Departmental policies and procedures
Road network throughout the City of Ottawa
Knowledge of applicable health and safety legislation, including the rights and duties of workers.
COMPETENCIES, SKILLS AND ABILITIES
Ability to research data and summarize findings in an organized, clear and concise manner
Conduct parking investigations and prepare/craft draft e-mails and work assignments
Write legibly, prepare documentation, information and scaled drawings accurately, and within short time frames
Ability to interview complainants to obtain required information
Ability to work and contribute in a team environment
Operate field equipment such as: cameras, tools, etc.
Ability to read and interpret engineering drawings
Work individually and follow instructions with minimum supervision
Excellent interpersonal and customer service skills
Work overtime, including occasional weekends, as required
Meet the physical demands of the job including capability to travel to sites and work outdoors
WHAT YOU NEED TO KNOW
Language Requirement: English oral, reading, writing
Police Record Check: The successful candidate will be required to complete a Criminal Records and Judicial Matters Check with the Police Services detachment in their jurisdiction to the City of Ottawa’s satisfaction.,Police record checks completed by a third-party company will not be accepted.
Driver’s License Requirement: A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated
Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
