Description of Job
The payroll team is assigned to the Budget and Finance division in our centralized administrative office located in downtown Denver. The centralized administrative services include the Senior Leadership Team, Finance, Human Resources, IT, Training, and other professional legal staff and managers. All positions provide critical functions that support our dedicated and passionate staff and managers located in 22 offices across the State. The Payroll Technician performs specialized, technical accounting work involved in the transactional processing and recordkeeping of employee payroll and related employment information. The primary purpose of this position is to provide regular support, assistance and performance of routine to moderately complex review and calculations of pay earnings and deductions, data entry, and related duties in the processing of the agency’s payroll, job actions and leave management. Incumbents perform day-to-day activities under general direction and rely on experience and knowledge of payroll systems, the State’s fiscal rules, and policies and procedures to complete assignments. This position offers potential advancement opportunity for the individual interested in developing and growing their skills and knowledge with OSPD. Primary Duties and Responsibilities:
Processes personnel job actions including new-hires, promotions, reclassifications, transfers and terminations for entry into the State’s payroll system. Enters and updates job status, salary data, address changes, payroll deductions, direct deposits, retirement selections and leave earnings.
Reviews and processes new-employee paperwork such as, the I-9 employment eligibility verification, direct deposit authorization, W-4s, and employee information forms, necessary for setting-up new-hires in the payroll system in a timely manner.
Collects and processes FLSA non-exempt and temporary employee timesheets. Calculates work hours, overtime, and unpaid leave. Reviews for discrepancies and works with office managers and employees to reconcile errors.
Reviews monthly leave use and accruals for accuracy in the leave tracking system including PTO, ESL, LWOP, jury duty, bereavement, military and administrative leaves. Ensures approvals are entered in the system as required.
Manually enters additional payroll transactions as needed. Computes wage adjustments such as, deductions, leave without pay (LWOP), leave payouts and lump-sum salary payments. Enters changes promptly to ensure employee paychecks accurately reflect adjustments made within the same pay period.
Assists in processing payroll batches in accordance with monthly and biweekly payroll schedules. Assists in reviewing and reconciling data discrepancies in central payroll and agency reports such as employee earnings and deductions.
Responds to employee questions on wide range of payroll related matters such as, deductions, direct deposits, W-2 forms, and leave accruals and balances.
Calculates adjustments to employee paychecks such as, overpayments, underpayments or incorrect deductions. Corrects errors as approved.
Responds to questions and assists managers and supervisors on timekeeping, paid and unpaid leaves, processing new-hires, and other payroll related matters.
Responds to employment verification requests.
Completes Chop check requests, calculates gross and net pay amounts and deductions and submits for appropriate approvals.
Documents payroll transactions and maintains records in compliance with applicable policies and legal requirements.
Performs backup duties to ensure the processing of employee job actions and pay-related transactions are completed in a timely manner.
Performs a variety of on-going tasks as needed to support the agency’s payroll, personnel and business functions including, but not limited to, recordkeeping, updating rosters and directories, distributing payroll, and assisting with year-end tasks such as distributing W-2 forms.
Participates in special projects related to payroll activities as requested.
Other duties as assigned.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
QUALIFICATIONS (Employees must be able to meet the physical demands of the job, with or without reasonable accommodation.) Education and Experience:
High school diploma or equivalent (G.E.D.); and,
Three years of experience performing payroll, timekeeping, or related technical bookkeeping/accounting duties.
College coursework in finance, accounting, business or closely related field may substitute for the required experience on a year-for-year basis.
Preferred Qualifications:
Knowledge of basic employment laws regulating minimum wage and overtime, paid leave requirements, and recordkeeping procedures.
Experience in a state or local public sector environment.
Experience working in an environment serving indigent populations.
