Job Description : The Town of Lyons is a small mountain community in Colorado, nestled at the base of the beautiful Rocky Mountains, and is hiring for a Planner I. This full-time position will support the Community Development Department including historic preservation, planning, development review, and economic development for the Town. The Planner I will function as a primary contact for members of the public, developers, commissions and boards and other stakeholders. This position should have good organizational skills, ability to research and interpret code, strong communication skills and ability to work with the general public. GENERAL STATEMENT OF DUTIES:
The Planner I position will support the Community Development Department operations including historic preservation, planning, development review, and economic development for the Town. The Planner I will function as a primary contact for members of the public, developers, commissions and boards and other stakeholders. This position should have good organizational skills, ability to research and interpret code, strong communication skills and ability to work with the general public. The Planner I supports the administrative operations for the Town Planner and Community Development department.
DUTIES AND RESPONSIBILITIES INCLUDE THE FOLLOWING:

Coordinates Lyons’ historic preservation efforts and acts as liaison to the Lyons Historic
Preservation Commission and Planning and Community Development Commission, as assigned.
Develops, oversees, and maintains Lyons’ Certified Local Government status.
Under the direction of the Town Planner, implements Town Planning and Development goals and operations, including plan review and compliance with applicable regulations.
Develops planning studies and reports in support of new and updated plans, programs and regulations.
Assists in the review of development proposals and site plans for compliance with codes, plans and regulations.
Drafts and implements Design Guidelines to develop and preserve Lyons’ character and growth.
Supports and coordinates updating and maintaining Town GIS resources for accuracy and completeness.
Assists in preparing and presenting detailed reports on development proposals to Town officials and the public.
Collects and analyzes a variety of statistical data, and prepares reports, maps or other documents on topics such as census information, land use, tax base data, and occupancy rates.
Prepares all reports required by the Colorado Main Street program pillars of Historic Preservation and Design and promote Town efforts in the Main Street Program.
Integrates Town Planning and Economic Development efforts.
Assists in the evaluation of rezoning , ordinance amendments, site plans, special use permits, variances and other proposals.
Coordinates community review of public and private development projects.
Reviews, or assists in the review of, land use and building permit applications for conformance with codes, plans, and regulations.
Coordinates community outreach related to development projects in the form of public notices, neighborhood meetings, and other activities.
Other duties as assigned.

EDUCATION AND EXPERIENCE:

Bachelor’s degree in urban planning, architecture, public policy, or related field is required.
One (1) year of related planning and/or municipal experience is required.
Certification from the American Institute of Certified Planners (AICP) is desirable, but not required.
Or a combination of equivalent education and experience will be considered.

KNOWLEDGE, SKILLS, and ABILITIES:

Knowledge in the following areas: community development, Certified Local Government program, and historic preservation.
Knowledge of the National Main Street philosophy and the four-point Main Street approach.
Knowledge of design, and historic preservation principles and strategies.
Knowledge of principles and practices of research and data collection and analysis.
Knowledge and familiarity with algebraic, statistical or geometric practices and their application to practical situations.
Knowledge of the following documents: Lyons Urban Renewal Plan, Lyons Comprehensive Plan, and other studies and reports as they relate to Lyons, be familiar with the Town of Lyons Sign Ordinance, Zoning Ordinances, and design standards pertaining to commercial areas.
Ability to review plans and ensure compliance with Town codes and standards.
Ability to create graphic designs, development strategies, and render site plans via sketches and computer graphics.
Ability to work on multiple projects or issues simultaneously.
Ability to work independently or in a team environment as needed.
Ability to be energetic, imaginative, well-organized, and capable of exercising good judgment independently.
Excellent verbal and written communication skills and to effectively communicate content and concepts to diverse groups in public settings.
Excellent public speaking and conflict resolution skills, including an understanding of the issues facing business owners, property owners, public agencies, and community organizations.
Proficient in word processing, spreadsheet applications, social media applications, PowerPoint, GIS, and data base management.

SPECIAL REQUIREMENTS:

Possession of a valid Colorado driver’s license is required.
The Town of Lyons is a Drug Free Work Environment. This position may be subject to drug and alcohol testing.

Upon a contingent offer of employment, driving and background checks will be completed, along with the required pre-employment drug testing.
