Job Description : Position Overview
The County Planning Department is responsible for the coordination of growth and development through planning, zoning, subdivision reviews, parks, transportation, and addressing the needs of special or rural districts. The Madison County Planning Director is employed by and is an agent of the Madison County Commissioners and shall work for the Commissioners in cooperation with the Madison County Planning Board.
Job Summary: The Planning Director is responsible for administering and performing County Planning Department operations to ensure that strategic planning services and policies are effective, transparent, and comply with department goals and the law. Duties include oversight of current and long-range planning; administration and enforcement of land use, subdivision, zoning, and floodplain regulations; reviewing land development projects; and coordinating the County”s community and economic development efforts. The position also conducts studies, research, data collection, information, and analysis for the public, interested parties and other agencies. Job Responsibilities
Essential Functions (Major Duties or Responsibilities): These duties are the essential functions and are not all-inclusive of all duties that the incumbent performs. .
1. Direct the day-to-day activities of the Planning and GIS Offices. Supervise and train the Planning and GIS Staff.

2. Advise the Madison County Commissioners, Madison County Planning Board, incorporated towns and County citizens on land use planning, community development, subdivision, zoning, and other planning-related matters in accordance with state law, the Madison County Growth Policy, and local land use regulations. Work with the Planning Board President and Secretary on the logistics of Planning Board meetings, field trips, and other activities.

3. Oversee implementation of the Madison County Growth Policy, including specific planning initiatives involving local communities, neighborhood planning groups, watershed planning groups, etc.

4. Prepare and propose long-range plans.

5. Participate in the review of specific development proposals, and oversee the regulatory functions (e.g., subdivision review, code enforcement, ordinance development and revision) of the Planning Office. Administer Airport Affected Area, Big Hole Conservation Development Standards, Buildings for Lease or Rent, and Tall Towers/Structures regulations.

6. Oversee Planning and GIS Office support to the Madison County 911 and rural addressing program.

7. Review all Planning and GIS Office reports and presentations.

8. Prepare and oversee the annual Planning and GIS Office budget and work program.

9. Represent the Planning and GIS Offices and County planning policy at meetings and on boards, both locally and outside of Madison County.

10. Work with County colleagues in other departments to foster coordination of County planning policy with other County activities.

11. Performs a variety of public relations and outreach work related to planning and development activities.

12. Directs the department”s work plans including assigning work activities, projects and programs, monitoring work flow, ad reviewing and evaluating work products, methods and procedures.

13. Coordinated with other counties, districts and outside agencies on a variety of land use and planning issues.

14. Participate in floodplain management activities.

15. Participate in the Exemption Review Board.

16. Other planning activities as assigned by the County Commissioners.

17. Ensures a compliant and safe workplace in accordance with all Madison County, Human Resource and Planning Department procedures. Knowledge, Skills and Abilities
Knowledge, Skills and Abilities – Supervision Exercised: List jobs reporting to the subject position and level of supervisory authority. The Planning Director directly supervises employees of the County Planning, GIS Departments, and contracted staff as needed.

Knowledge of:
~ Principles and practices of community planning, community development, and public participation;

~ Planning and land use laws and regulations;

~ Methods of research and analysis;

~ Budgeting;

~ Personnel supervision;

~ Computer usage, with

o proficiency Microsoft Office (spreadsheet, presentation, work processing, calendar, email), and

o working knowledge of internet applications, GIS and GIS applications, and databases.

~ Subdivision and platting review requirements.

Ability to:
~ Manage heavy workload and organize day-to-day operations;

~ Exhibit attention to detail, accuracy, and timeliness;
~ Read and interpret maps, site plans, plats, Certificates of Survey, and County Courthouse property records;

~ Demonstrate positive, effective, and enthusiastic leadership;

~ Use strong written and oral communication skills, including the editing, oversight, and/or preparation of technical reports and the presentation of information to government entities, various committees and public presentations;

~ Use strong interpersonal and public relations skills to work with elected and appointed officials, staff and other colleagues, local service providers, developers, citizens, and others;

~ Understand and manage high-profile, sensitive, or controversial political situations;

~ Use strong problem-solving and negotiation skills;

~ Exercise sound and independent judgment within general policy guidelines. Education Requirements

Education:
~ Bachelor”s degree from an accredited college/university in city or regional planning, geography or closely related field. Four years of directly related progressive experience may substitute for BA/BS degree.

~ MA/MS in planning, geography or closely related field preferred.

Experience:
~ Five years of professional planning experience at the senior level or higher in a public agency, with at least one-year planning experience in the United States required.

~ Three years of supervision experience required.

~ Planning experience in rural, natural resource areas strongly preferred.

~ Experience in Intermountain West Land use and growth management experience desirable.

~ Equivalent combination of experience and education may be evaluated for qualifying experience.

Additional Qualifications:
