The Finance Department is seeking a dynamic Procurement Manager to oversee, direct, and manage all aspects of the City and County of Broomfield’s ongoing purchases, including procurement of materials and supplies, various services, purchase or lease of equipment, and disposition of surplus materials and equipment. The work involves a high level of independent judgment, initiative, and discretion within their delegated procurement authority. The ideal candidate will be an organized, analytical individual, with a passion for results. Demonstrated knowledge of and experience in procurement as well as, a strong desire for innovation, ability to learn, attention to detail, and willingness to continue to undertake greater challenges are a requirement. The ability to work independently as well as being part of the team is essential. This full-time position is typically scheduled 8:00 a.m. – 5:00 p.m., Monday-Friday with additional evening and weekend hours as required, which may be located onsite or remote at times. Salary Range: $95,139 – $128,710 Annually | Hiring Range: $95,139 – $111,924 Annually

Essential Required Tasks/Examples of Duties

The incumbent performs professional, supervisory, and administrative duties related to directing, organizing, implementing, and coordinating the programs and activities associated with all aspects of procurement supplies, equipment, and services for the City and County of Broomfield.

Reviews major purchase requisitions and proposal specifications to ensure fair, competitive practices for all issues related to procurement.

Maintain contact with vendors, study appropriate markets, and maintain current knowledge of market price trends, market conditions, shortages, new products, technological advances, and service enhancement strategies.

Participates in organization-wide initiatives, such as business process improvement or new system implementations; represents Procurement requirements to ensure compliance including internal controls.

Participates and promotes programs designed to include participation by Small Businesses and Disadvantaged Business Enterprises (DBE’s) and participates in and promotes “Green” initiatives. Perform ongoing programmatic reviews to assess effectiveness of services.

Minimum Qualifications

Training – Bachelor’s degree from an accredited college or university in finance, economics, accounting, public or business administration, or a closely related field.

Experience – Seven years of progressively responsible experience in government finance with demonstrated professional procurement experience, including 3-5 years of supervisory experience.

OR

Any equivalent combination of training and experience that provides evidence that the applicant possesses the necessary applicant traits.

NECESSARY SPECIAL REQUIREMENTS – Must possess and maintain a valid driver’s license and safe driving record for continued employment.

New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: interviews, reference checks, background checks including local police check and sex-offender registry, and driving record check through DMV.

Working Conditions

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. The noise level in the environment is moderate. Work is generally scheduled Monday through Friday with some evening and weekend hours and may be performed in City/County work locations and/or, under approval, from at-home or other teleworking locations as required. Attendance at City Council meetings and hearings/meetings may be requested by the Assistant Finance Director or the Chief Financial Officer. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is frequently required to sit, talk or hear, walk and use hands to finger, handle, or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms, stand, climb or balance, stoop, kneel, crouch, or crawl. Physical demands are described as sedentary (exert up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Involves sitting most of the time but may involve walking or standing for brief periods). Data entry and other tasks may require sitting at a computer for several hours. Specific vision abilities required by this job include close vision, distance vision, depth perception, color vision, peripheral vision, and ability to adjust focus.
