About us:

Procurement Services supports the University community by setting procurement standards through policies, procedures, processes and guidelines. It includes the Strategic Sourcing team, made up of procurement professionals who conduct strategic sourcing initiatives including sourcing strategies, developing approved suppliers for the Supplier Network, leading procurements over $100,000 on behalf of the St. George campus, and providing training, support and guidance when required. Procurement Services is also responsible for administering key central programs including the Purchasing and Travel & Hospitality cards, uSOURCE (the electronic marketplace) and reviews Purchase Orders for compliance prior to release.

Your opportunity:

Reporting to the Manager, Strategic Sourcing and working closely and collaboratively with peer Sourcing team members, the Procurement Officer is a key resource to support, oversee and execute the open competitive procurement process including, tendering, evaluating, and contract management activities. This role promotes awareness and details of Procurement’s Supplier Network and develops approved supplier negotiated agreements for the University community and provides customer support to internal users with supplier issues. Administering contractual agreements (including price, quality, terms, delivery schedule, etc.) for goods and services and engaging with prospective and current suppliers to determine capabilities and promote electronic marketplace strategies are also key responsibilities of the role.

Your responsibilities will include:
Overseeing the open competitive procurement process including, tendering, evaluating, and contract management.
Developing initial terms and conditions and performance specifications associated with request for Proposal/Quotation/Information.
Conducting detailed analysis of competitive solicitations.
Collaborating on cost estimates.
Building and strengthening relationships with stakeholders and partners of strategic importance.
Advising clients on the best approach for developing procurement specifications.
Analyzing, monitoring and reporting on supplier performance based on contracted agreements and strategic objectives.
Serving as a resource to others by providing (non-supervisory) job-related guidance.
Essential Qualifications:
Bachelor’s Degree plus Post Graduate Certificate or an acceptable combination of equivalent experience.
Minimum five years.
Strategic Sourcing expertise leading and managing the open competitive procurement process including, tendering, evaluating, and contract management for a diverse group of end users.
Experience identifying and evaluating sources of supply through the use of “RFx” electronic tools including developing solicitation documentation, terms, conditions and performance specifications.
Conducts analyses of competitive and non-competitive solicitations and negotiates terms and conditions utilizing Procurement’s template agreements.
Administers contractual agreements (including price, quality, terms, delivery schedule) for goods and services as prescribed during the term.
Analyzing, monitoring and reporting on supplier performance based upon contracted agreements and strategic objectives, and serving as liaison between supplier and University client to assure understanding of their respective responsibilities; set supplier expectations and reviews supplier performance to assure suppliers’ ability to meet customer requirements.
Building and strengthening relationships with internal stakeholders and partners of strategic importance. Advising internal stakeholders on the best approach for developing procurement specifications.

Pay Scale Group & Hiring Zone:
