Work Unit:
The Behavioral Health Administration (BHA) provides oversight and coordinates service standards across the hundreds of behavioral health programs that currently exist under multiple state agencies and the Judicial Branch. The BHA also works to ensure the recommendations that resulted from the work of the Behavioral Health Task Force (BHTF) and multiple ancillary projects evolving out of the work of the BHTF are honored and implemented, to ensure and meet our vision of having a comprehensive, equitable, effective continuum of behavioral health services that meets the needs of all Coloradans.

Description of Job

This position will be responsible for providing high-level, professional, administrative, technical and program support for the Commissioner of the Behavioral Health Administration by: managing confidential and privileged information; preparing documents and other materials and assuring the Commissioner has all materials and other necessities for the day; assuring that staff aiding the Commissioner are assigned, prepared and coordinated with the Commissioner’s needs and schedule; and assuring that the Commissioner is organized, prepared, meets timelines, stays on schedule, etc. This position will also be responsible for providing professional support for the support team and staff for the BHA and BHR efforts. This position provides general support responsibilities which include development and editing multi-faceted documents; implementation and completion of special projects; assisting teams with meeting support, inbox management, and administrative reporting. This position must demonstrate abilities in complex thinking and problem solving and have clear definite self-initiative and ability to manage and resolve conflict with others. In addition, this position must be able to work independently; exercise independent judgment; ensure open communication; maintain confidentiality; and organize and prioritize multiple projects, schedules, and competing priorities in a timely, effective, and professional manner. Job Duties:

Managing confidential and privileged work requirements
Assuring the Commissioner is organized, prepared, meets timelines, stays on schedule, etc.
Serve as the Commissioner’s first point of contact for citizens, legislators, Governor’s Office, federal, state and county elected officials and other stakeholders.
Informs the BHA Commissioner of potential problems internally or externally; provides BHA Commissioner updates and recommendations for successful resolution.
Assuring the staff aiding the Commissioner are assigned, prepared, and coordinated with the Commissioner’s needs and schedule; coordinates with BHA executive management regarding priorities and needs of the Commissioner.
Makes appropriate travel arrangements
Coordinate meetings, prepare agendas, briefing or support materials for Commissioner meetings, presentations, and speaking engagements.
Manage inter-office relations of the BHA Commissioner by serving as the BHA first point of contact for BHA employees, citizens, legislators, Governor’s Office, federal, state and county elected officials and other stakeholders.
Provide appointing authority and executive team/program support to BHA employees and teams in the execution and implementation of duties to manage all aspects of the BHA and behavioral health reform efforts and programs.
Has authority to research, resolve, or assign for resolution any issues or complaints received.
Develops deliverable timelines and schedules for agency wide initiatives for Commissioner’s review and approval
Tracks and monitors all work for the Commissioner, driving and managing timelines and deliverables.
Travel and expense coordination; completing p-card purchases and ensuring accurate account coding; tracking contract expenditures, complete purchase requisitions and receiving reports for Department needs and sending to accounting to ensure accurate and timely payments.
Performs other duties as assigned, specific to Department vision and goals.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications
Five years of general clerical or administrative service experience. This experience must include at least two (2) years of Professional Administrative experience working within a professional office setting.
Substitutions
College, university or non-correspondence business school course work may substitute on a year-for-year basis.

Preferred Qualifications:
(Preference will be given to candidates who demonstrate having a greater depth and breadth of experience and knowledge related to those listed in the minimum qualifications)

Experience working in a “fast-paced” office;
Experience with administrative and clerical procedures and systems such as word processing, managing files, and transcription, designing forms, taking meeting minutes, and other office procedures and terminology;
Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction;
Experience working with high-level public official to coordinate meetings and events;
Experience of organizational skills that include the ability to prioritize, multi-task, and meet deadlines;
Experience with structure and content of English language including the meaning and spelling of works, rules of composition and grammar;
Experience with software and hardware, data systems, multi-relational databases, Internet, e-mail, and other workplace technology and electronic devices;
Ability to work independently with little or no direction;
Experience working in an administrative capacity where attention to detail and ability to follow through on work was essential to the duties performed;
Clear and effective written and oral communication skills; and
Ability to take direction using independent judgment to accomplish tasks to meet deadlines

Highly Desirable Skills & Competencies

Demonstrated working knowledge and experience with Microsoft Office, Google Suites, and Smartsheets;
Ability to develop and sustain constructive and cooperative working relationships with others;
Ability to effectively communicate with internal and external business partners in both written and oral format;
Ability to identify the needs and expectations of business partners, and demonstrate commitment to effectively meet those needs and expectations;
Ability to work as a member of a team, including positively communicating with peers and other professionals within and outside the agency;
Ability to be thorough when performing work and conscientious about attending to detail.

Conditions of Employment:

The successful candidate in this position will be willing to submit to and able to successfully pass a criminal background check (this can include employment verification and reference checks).
Travel: BHTF and Community Engagement meetings throughout the State of Colorado.

Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
