OVERVIEW OF ROLE
:

The Property Agent will work as a member of the City of Boulder’s Open Space and Mountain Park’s (OSMP) Real Estate Services team in carrying out a broad array of real estate-related activities and duties associated with land transactions, development reviews, and research and will have an emphasis on the monitoring and stewardship of OSMP’s easement-protected properties.

The starting pay for this position is $59,866.56 – $75,046.40 annually, commensurate with experience.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
:

1. Supports OSMP’s Real Estate Services team on a wide array of real estate issues.

Drafts real estate-related documents such as access and management agreements.
Responds to inquiries and requests for information from both internal and external customers.
Conducts research and analysis related to OSMP’s land, water and mineral interests.
Reviews acquisition records, contracts, title commitments, surveys, environmental inspections, and other due diligence documents associated with existing or potential open space properties.

2. Coordinates and supports OSMP Easement Monitoring and Stewardship program.

Coordinates and performs annual tracking, monitoring, and reporting work related to OSMP’s conservation easement, scenic easement, and development rights agreement properties.
Utilizes GIS, mapping and database tools to support monitoring and reporting work.
Prepares and maintains easement files and related databases.
Maintains landowner relationships and responds to development, use and amendment requests.
Collaborates with Real Estate Services and City Attorney teams to identify and resolve enforcement issues.
Works with Boulder County staff on monitoring and reporting work related to overlapping conservation easement interests.

3. Assists with tracking and stewardship of OSMP interests.

Performs project monitoring, planning, and administrative functions as requested, including tasks related to city and county development reviews.
Collaborates with Real Estate Services and Resource Information Systems teams to maintain electronic records and databases.

4.Other duties.

Performs other related duties as requested to meet the needs of the department and city.
Responsible for knowing and complying with all city and department policies and maintaining and promoting city values in all conduct.

Recordkeeping: Ability to contribute to improvement and implementation of effective records management and data stewardship by being analytical, accurate and detail-oriented.

WORKING CONDITIONS AND
REQUIREMENTS:

Must have a valid drivers’ license and the ability to maintain an acceptable motor vehicle record.
Acceptable background information, including criminal history, is required as well.
Capable of adjusting to in-person or work-from-home arrangements as needed to serve business need.

PREFERRED QUALIFICATIONS:

Demonstrated legal, paralegal or real estate education and/or expertise in real estate or natural resource field work within public sector, land trust or open space program.
Understanding of land conservation, water rights and stewardship practices.
