SELECTION PROCESS Community College of Denver is seeking individuals with demonstrated commitment to creating an inclusive learning and work environment. Preliminary screening will be made on the basis of completed application packet submitted by candidate. GENERAL SUMMARYThe Purchasing Specialist is responsible for coordinating the procurement of both goods and services for the Community College of Denver. This includes assisting with purchase contracts, purchase order coordination and production, monitoring and oversight of procurement card program for small-dollar purchases, and review of direct payment vouchers for compliance with state procurement rules, internal college procedures, budget availability, and proper classification for general, auxiliary, restricted, and agency fund transactions. This position assists the Contracts and Procurement Coordinator in administering both the P-card and the travel card program and audits pcard transactions on a monthly basis.

EXAMPLE OF DUTIES
Under the direction of the Contracts and Procurement Manager, complete day-to-day responsibilities of the College’s Procurement Card (P-Card) Program and Travel card program. Develop and provide regular training to all P-Card administrators and cardholders, including in person, virtual, and on-demand training opportunities. Monthly audit and monitor P-Card transactions for compliance and applicable agency and State rules and regulations. Track and follow up with cardholders to ensure timely submission of P-Card statements and required documentation. Maintain and update P-Card log. Prepare the annual P-Card and travel card misuse report for review by the college Controller and subsequent submission to the State Controller. Conduct the annual mandatory retraining of all P-Card holders and provide timely support to any P-Card or travel card questions or challenges a cardholder may have, either face to face, by phone, or email. Assist College employees in applying for a travel card and monitor the card issuer website to assure the employees are making the necessary payments against their personal liability travel card. Inform the Contracts and Procurement Manager of travel cardholder payment status.Timely review and approve direct payment vouchers for compliance with state procurement rules, internal college procedures, and budget availability. Request applicable independent contractor, business case forms, and other required documentation. Serve as the College’s point person for all procurement processing and purchasing including but not limited to ensuring all required documentation and paperwork is correct. Review requests and determine the appropriate procurement process after consideration of State procurement, fiscal rules, federal grant regulations, and internal and external (AHEC) policies and guidelines. Assign the appropriate account code to ensure purchases are tracked properly and data integrity is maintained in college accounting records. Maintain records of all procurement activity conducted by the College. Develop and propose procurement guidelines, which include logging, tracking, and delivery for approval of all purchase requisitions. Assist the Contracts and Procurement Manager in tracking all college agreements and contracts. Prepare encumbrance purchase orders as directed.Provide guidance and advice on the procurement process to College staff, via phone, face to face, email or using developed tools and handbooks. Update and maintain an electronic desk reference for all position duties. Prepare reporting as may be required from time to time by the Colorado Community College System, State Department of Personnel and Administration, and/or other State entities. Assist with fixed assets inventory process at all campus locations. Other duties as assigned.

MINIMUM QUALIFICATIONS
Any equivalent combination of education, experience, knowledge, skills, and abilities. Education: Bachelor’s degree in Business Administration, Accounting, or a closely related field from an accredited college or university. Full-time accounting or professional purchasing experience may substitute for the Bachelor’s degree on a year-for-year basis; provided at least 18 credits of accounting and business courses have been successfully completed. Experience: Two (2) years of accounting or professional purchasing experience. PREFERRED QUALIFICATIONS: Experience: Experience working in a higher education accounting or purchasing department.Experience working in a community college setting. Knowledge/Skills/Abilities: Licensure/Certification: Certified Purchasing Professional (CPP) Equipment Used: Personal Computer and various software products, including but not limited to a strong knowledge of Microsoft Office suite.
