Special Information:
Montana Fish, Wildlife & Parks, through its employees and citizen commission and board, provides for the stewardship of the fish, wildlife, parks, and recreational resources of Montana, while contributing to the quality of life for present and future generations. In support of this mission, the Parks and Outdoor Recreation Division is responsible for: visitor use, recreation management, and maintenance at state parks, fishing access sites, and wildlife management areas; river recreation management; access for hunting, fishing, and other types of recreation on public and private lands; shooting range development; and administration of trail and shooting range grant programs. In conjunction with the rest of the agency and its external partners, the Division provides valued services to the public and manages human use to ensure the long-term sustainability of Montana’s scenic, historic, cultural, archaeological, and fish and wildlife resources.
Identity of applicants who become finalists may be released to the public if the Department deems it necessary. Job Duties (narrative summary):
The Recreation and Trails Specialist is part of the Access and Landowner Relations Bureau and is primarily responsible for administering the Montana Trail Stewardship Grant Program. This includes providing good customer service to grant applicants and recipients, as well as ensuring the department and the grant recipients comply with applicable fiduciary and administrative obligations. The work requires close coordination, interaction, and support of the staff members in the Access and Landowner Relations Bureau as well as the Financial Assistance and Compliance Bureau. It is important for the Recreation and Trails Specialist to work in an interdisciplinary fashion and communicate closely with other FWP staff in the Helena office and in the Regions in order to provide good service to the public and the resources. The position may be assigned other duties related to recreational access programs and trails planning and coordination. The position reports to the Access and Landowner Relations Bureau Chief.
Essential Functions (Major Duties or Responsibilities):
1.Administration of the Montana Trail Stewardship Grant Program (MTSGP)
The Recreation and Trails Specialist position is responsible for the statewide administration and support of the Montana Trail Stewardship Grant Program. The position provides leadership, coordination, development, and implementation for a growing, multi-million dollar program.
This position is responsible for the administration, recordkeeping, financial tracking, external contacts/inquiries, compliance, and related tasks associated with the MTSGP. Specific categories and duties include:
Pre-Award Management: Plan and develop an annual funding program based upon broad objectives of the Program, input from internal and external stakeholders and advisory committee members, and state requirements and initiatives. This work includes coordinating notificiations, providing training opportunities to potential applicants about the program and grant management software, assisting applicants with proposal development and submission, managing the application review process, ensuring compliance with the Montana Environmental Policy Act, and assisting with administration of the State Trails Advisory Committee.
Award Management: Provide grant recommendations to the Division Administrator. This work includes: public outreach and coordinating public comment on proposed awards and the FWP Decision Notice, working with recipients to update scope and budget of a project as necessary, ensuring recipients good standing with the Secretary of State, and administering grant agreements, guidelines, and trainings;
Post-Award Management: This work includes: record keeping, budget tracking, reimbursement of payment requests, project inspections and other compliance processes, project monitoring, and project close out processes.
Ensuring that information about the MTSGP is publicly available and up-to-date on FWP’s web site.

2. Administration and Support of Trail and Access Programs
The Recreation and Trails Specialist may assist with development and implementation of other access and trail programs, including:
Assisting with revision of the Montana State Trails Plan and compilation and writing of various reports, such as the annual bureau reports and the 5-year Statewide Comprehensive Outdoor Recreation Plan (SCORP).
Assisting with the standardization of state-funded grant program processes.
Assisting with compliance efforts between state-funded grant programs to ensure no financial or programmatic overlap between awards.
Assisting with providing agency comments on internal and external projects that could impact trails-realted recreation.
Assisting with the development and implementation of a system/database to track past grant awards and present grant applications to determine areas of overlap.
Assisting with coordinating and implementing public recreational access and trail easement agreements between FWP, private land owners, and other parties.
Physical and Environmental Demands:
Performs work indoors in an office environment with light lifting required; must be able to lift 30 lbs. Extensive computer use daily for all aspects of grant administration. The employee is regularly required to stand, sit, and use hands and fingers to operate a computer and telephone. Employee may sit for extended periods while reviewing detailed data. The typical work week is regular business hours and a standard 40-hour work week. The position requires some travel (approximately 10%-15%) for participation in training sessions and meetings, which are typically within Montana, but out-of-state training opportunities also occur. The incumbent will be required to periodically work weekends.

Knowledge, Skills and Abilities (Behaviors):
The main knowledge and skill areas required include: grant management/administration , communication, proactive problem-solving, recordkeeping and organization, database management, and facilitation. Skill in managing financial records is essential. The ability to negotiate, collaborate, and cooperate with diverse interests in light of political, social, and organizational cultures is also required.
Minimum Qualifications for the First Day of Work
Grant Administration
The successful candidate must be detail oriented and should have experience or a strong interest in grant administration from both a programmatic and fiscal perspective, which includes but is not limited to:
grant application review and scoring processes;
compliance with federal and state regulations which are applicable to the RTP program;
eligible and ineligible program expenses;
matching and in-kind funds;
contractual obligations;
reporting requirements;
project inspections;
grant database management

Recreational Trail Industry
The successful candidate will have a working knowledge of the basics of trail building and maintenance, including types of trails (i.e. – motorized, non-motorized, backcountry, single-track, urban multiple use), types of equipment used, and a general knowledge of the user groups and organizations interested in the RTP program.
Regulatory
The successful candidate should have knowledge of the National Environmental Policy Act (NEPA) and Montana Environmental Policy Act (MEPA), environmental assessment procedures, and environmental impact statement procedural requirements. An awareness and understanding of the federal Uniform Guidance (2 C.F.R. 200) are an advantage.
The person must possess excellent communication skills, both written and verbal, and should be able to speak in public in a variety of environments and speaking formats and have the ability to facilitate successful work groups comprised of diverse philosophies. The person should also be able to accept criticism at times from the public related to issues or decisions which may be viewed as controversial.
Minimum Qualifications (Education and Experience):
The knowledge, skills, and abilities of this position are normally attained through combination of education and experience equivalent a bachelor’s degree in Natural Resources Management, Parks & Recreation Management, Education, Public Administration, or Business Administration and at least 3 years of job-related experience. Other combinations of education and experience will be considered on a case-by-case basis.
A working knowledge of computing systems and their use in business settings is necessary.
Work experience related to financial recordkeeping, knowledge of the aspects of grant administration, and an awareness of the need for developing/maintaining positive working relationships with constituency groups. A background or interest in safety & education is also necessary.
