The City and County of Broomfield is searching for a progressive, experienced risk management professional to join our team as the Broomfield Risk Administrator.

Salary Range: $70,304.00 – $95,118.40

Targeted Hiring Range: $70,304.00 – $82,711.20

The Broomfield Risk Administrator performs administrative, technical and analytical work administering all aspects of the City and County of Broomfield’s risk management functions and programs, including safety, loss prevention, workers’ compensation, property, casualty, auto and general liability insurance.

The Risk Administrator is responsible for developing, implementing and administering all activities of the City and County’s comprehensive Risk Management Program. Responsibilities include but are not limited to: risk identification and evaluation, claims management, administering the workers compensation and return-to-work programs, conducting safety training, actively participating on Safety Committees, monitoring the Random Drug Testing Program, maintaining claim loss statistics and trends, approving special event permits, assisting the CFO and the broker on selection of property, casualty and workers compensation insurances as well as developing and maintaining the City and County’s Loss Prevention and Control Programs.

Essential Required Tasks/Examples of Duties

Develops, implements and coordinates City and County-wide Risk Management and Loss Prevention Programs.

Develops and implements Risk Management policies and procedures pursuant to applicable regulations and best practices.

Compiles statistical data and prepares reports on a wide variety of Risk Management related topics of interest to City and County leadership.

Reviews and analyzes operational activities and makes recommendations to accomplish desired Risk Management goals.

Actively facilitates and participates in all Safety Committees.

Provides support and direction and assumes an active role in reducing employee injuries.

Administers the City and County’s Workers Compensation Program and coordinates the City and County’s Return to Work Program with designated medical provider, employee and supervisors.

Analyzes and reviews liability claims involving City and County employees, equipment and property.

Assists with the preparation and coordination of responses to interrogatories in lawsuits, as appropriate and makes Risk Management recommendations to the City and County Manager, CFO, HR Director and/or the City and County Attorney.

Conducts safety inspections with insurance companies to identify potential hazards and prevent injuries to staff, property and the public.

Coordinates with department heads and Human Resources to implement corrective action as necessary.

Develops, implements and conducts regular safety training programs and/or works with departments to develop departmental specific training programs.

Evaluates insurance coverages.

Identifies and assesses liability concerns and exposures and claim loss statistics and trends.

Provides each department with regular loss statements for Workers Compensation, General Liability and Auto losses.

Collects and maintains all certificates of insurance for the City and County.

Implements, coordinates and monitors random drug testing program to ensure compliance and works with testing agents to ensure results are returned in a timely manner.

Tracks and monitors auto insurance and consults with CCOB Fleet on vehicle licensing, emissions testing and other vehicle related issues.

Reviews motor vehicle records for all City and County drivers to ensure compliance with City and County policy.

Collects and reports insurance claims and works with insurance carriers to ensure timely filing and resolution of claims. Monitors and investigates all claims.

Reviews and assists in resolving citizen complaints as it may relate to construction accidents, potholes, etc.

Reviews contracts for indemnity and insurance provisions.

Reviews all special event permits for the City and County to ensure appropriate liability coverage and/or waivers are present.

Serves as citizen ADA (Americans with Disabilities Act) Coordinator; works with citizens who have filed a grievance and coordinates with the proper subject matter experts to resolve the grievance.

Monitors and manages compliance with legal and regulatory changes (e.g. ADA and HIPAA).

Participates in the annual/revised budget process for Risk Management.

Performs related work as required.

Minimum Qualifications

Training – Bachelor’s degree from an accredited college or university in business, risk management, insurance, finance, or closely related field. Associate in Risk Management (ARM) is preferred.
Experience – At least three years of recent increasingly responsible directly related experience administering all aspects of risk management functions and programs, including safety, loss prevention, workers’ compensation, property, casualty, auto and general liability insurance. Local government risk management experience is strongly preferred.

Working Conditions

Physical demands are described as sedentary (exert up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Involves sitting most of the time, but may involve walking or standing for brief periods of time). Data entry and other tasks may require sitting at a computer for several hours. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus.
