Major Responsibilities:

Reporting to respective Corporate Security Managers, the Security Supervisor will lead the operation and deliver services in one or more of the following (or similar) areas: Toronto Union Station, Toronto Water and Security Access & Control Systems. The Supervisor Building Security is responsible for the following:

Implements detailed plans and recommends policies/procedures regarding program specific requirements
Supervises, motivates, trains and develops assigned staff, ensuring effective teamwork, high standards of work quality, organizational performance, continuous learning and encourages innovation in others
Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and co-ordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary
Participates in the recruitment, development and retention of highly qualified security professionals
Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations
Participates as a member of the management team by providing strong strategic operational direction, leadership and input related to goal setting and organizational change
Develops and supports strategic plans and projects to meet Corporate Security’s goals and objectives
Influences and improves upon existing security processes through innovation and operational change
Oversees training and exercises to ensure security team proficiency: conducts after action reviews to identify lessons learned and best practices
Regularly reviews standard operating procedures and protocols to ensure security services continue to effectively meet operational requirements
Ensures all aspects of physical, personnel and operational security for an assigned service district and/or portfolio
Coordinates security services to City owned and/or operated properties through the supervision of in-house staff and contract firms, and the maintenance and enhancement of various security systems
Represents the Corporate Security’s service interests at Community Council meetings and on various work groups, committees and project teams, as they relate to security, health and safety and emergency, labour disruption and event planning
Maintains cooperative linkages with various law enforcement personnel, local Police divisions, emergency response agencies, local property owners and related organizations
Provides project management services related to planned and on-demand security system installation and maintenance to ensure all standards, contracts and obligations are fulfilled Coordinates the preparation and compiles complete tender documents and specifications for tenders, Requests for Tenders, Requests for Quotations (RFQ), Requests for Expressions of Interest (REOI), and Requests for Proposals (RFP) for capital and operational contracts
Provides advice, consultation, and support to local property managers and senior management staff on security systems, hardware, policies and procedures, health and safety, and life safety compliance
Reviews and approves risk assessments and security audits and develops site specific standards, work plans and policies and procedures, to provide and enhance security at City facilities, that integrate with the Section’s vision, standards, work plans and procedures
Develops and implements Divisional Security Plans
Represents Corporate Security to City Divisions and acts as the security divisional contact for day to day security operations, investigations and emergency situations
Promotes services and the Security Awareness Program provided by the Section throughout the corporation
Ensures assigned staff interpret, adhere to and enforce security policies and various related Acts and Codes, including the Criminal Code and Trespass to Property Act
Maintains a high level of functional knowledge of technical information to provide all aspects of modern corporate security for large and small building complexes, special events and the protection of personnel
Ensures excellent customer service is provided to City Council, senior management, staff, employees and the public
Attends court as a City witness as required
Provides 24/7 coverage for emergencies

Key Qualifications:

Considerable experience in a leadership role, coaching, mentoring, developing, training and engaging employees with the ability to handle day to day personnel and labour relations issues.
Considerable experience in planning, scheduling, coordinating work activities and holding people accountable, both staff and contracted professionals.
Experience in providing security management to critical infrastructure and liaising with all levels of government.
Experience completing tender documents and contract specifications, Requests for Quotations (RFQ), Requests for Expressions of Interest (REOI), Requests for Proposals (RFP), for capital and operational contracts.
Experience with electronic access control systems, access card formatting, CCURE 9000 programming, etc.
Post-secondary education in a discipline pertinent to the job function, or the equivalent combination of education and/or related experience.
Comprehensive knowledge of common security policies and various related Acts and Codes, including the Criminal Code, Trespass to Property Act and AODA.
Strong ability in creating security standards, work plans, policies and procedures and the maintenance enforcement of same.
Knowledge administering assigned budgets, including monitoring and maintaining expenditures.
Advanced customer service skills, with the ability to deal with staff at various levels throughout the organization, including elected officials, stakeholders, as well as the general public.
Highly developed interpersonal skills, including verbal and written communication skills, with a commitment to diversity, equity, continuous improvement and innovation.
Highly developed conflict resolution and problem solving skills.
Ability to exercise independent judgement and discretion in dealing with confidential or sensitive matters.
Effective decision making that promotes and fosters teamwork with the ability to manage change effectively within the mission and priorities of the division.
Ability to be an effective member of various teams including work groups, committees and management teams.
Ability to utilize a variety of computer software such as: Microsoft Office Suite, SharePoint, or other relevant programs used to support the section’s core requirements.
Knowledge of government legislation in the areas of labour, employment, human rights and health and safety.
Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
Certified Protection Professional (CPP), Physical Security Professional (PSP) and Project Management Professional (PMP) certifications/designations are an asset.
