Description of Job

The Vehicle Services Section (VSS) within the Department of Motor Vehicles (DMV), exists to ensure compliance with the laws that govern the vehicle titling and registration processes as outlined in the Colorado Revised Statute.

The
Special Mobile Machinery (SMM) Program allows an owner/operator of special mobile machinery (agricultural equipment, construction equipment, etc.), who regularly rents or leases the special mobile machinery and who pays specific ownership tax on a monthly basis in an amount equal to 2% of the rental or lease payments for the special mobile machinery, to apply to the DMV’s registration exempt certificate.

We’re hiring a detailed, self starter to be our
Title and Registration Specialist with our SMM Program! Your ability to maintain data and ensure accuracy will allow DMV systems to be correct and up to date. You will ensure Colorado residents understand and comply with the SMM Program and policies through customer interactions, reviewing submissions and conducting audits. Primary Duties:

Data and Information Management –

Reviews, verifies and processes documentation submitted to determine if an owner is approved for “Registration Exempt”

Processes applications and monthly reports in appropriate systems and software

Ensures taxes and fees are remitted to the appropriate jurisdiction

Collaborates with appropriate CDOR staff and local government to complete work

Compliance and Audits –

Ensures compliance against the SMM Program.

Initiates covert and overt audits to ensure owner/operators are in compliance with statute and rule.

Administrative functions –

Reviews, researches, modifies, suggests changes, and develops materials, pertaining to the SMM Exempt Program.

Creates, and occasionally, hosts training as needed for partners and stakeholders

Title/Registration/Title Auditing –

Works with the Third-Party Transactions Unit to ensure all title and registration services are being provided.

Supports the Title and Registrations team as a back up by providing title and registration services.

This position will be required to occasionally travel to the main office (Lakewood, CO) and/or specific work sites and therefore requires a valid Colorado driver’s license.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS: Education and Experience:

5 years of experience in data management, working in a regulatory environment, and/or working in a field with Special Mobile Machinery.

Substitutions:

Appropriate education will substitute for the required experience on a year-for-year basis.

Preferred qualifications:

Previous experience as a team lead, project lead and/or supervisor

Experience in data management

Experience with Special Mobile Machinery (SMM)

Excellent written communications skills

Strong analytical skills

Organized time management skills

Accuracy and attention to detail

Cash handling experience

Use of Google Suite

State experience in a regulatory customer service role

Experience with Titles and Registration and/or DRIVES

Conditions of Employment with the Colorado Department of Revenue: 1. As a condition of employment with the Colorado Department of Revenue, a requirement exists that all personnel timely file all necessary Colorado Individual Income Tax (CIIT) returns and timely pay tax obligations. As such, all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. 2. Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence. All job finalists require successful completion of a background investigation and reference check prior to appointment. Background checks may include national criminal, financial, traffic, civil, education, and/or experience checks or any other checks related to the job assignment. Fingerprint background checks and pre-employment drug testing may also be required for some positions.

Effective September 20, 2021, employees will be required to attest to and verify whether or not they are fully vaccinated for COVID-19. Employees who have not been fully vaccinated may be required to submit to serial testing in the future. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination. Vaccinated employees must provide proof of vaccination.

Note: Fully Vaccinated means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer or Moderna vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine, as defined by the most recent State of Colorado’s Public Health Order and current guidance issued by the Colorado Department of Public Health & Environment.
