Job Description : POSITION SUMMARY

In this essential role you will be responsible for applying professional standards to planning, administration, coordination, research and implementation of community planning, development, and revitalization with an emphasis on transportation planning and MPO support. The ideal candidate will have experience in transportation and long range planning. This position requires friendly and consistent customer service to a variety of groups and individuals including, but not limited to other City employees, Municipal, State, and Federal officials, representatives of neighborhood organizations, business and community organizations, architects, engineers and the general public. This includes verbal communication and professional level written reports in regard to standards and policies concerning building permits, development applications, and other various planning office activities.

Work week: Typically M-F, 8am-5pm with some evening meetings required.

Participates in and oversees preparation of major and minor development of plans, policies and programs in support of the City’s goals in alignment with the needs of private development;
Prepares, reviews, and analyzes zoning and subdivision applications and annexation requests, including preparing annexation agreements, improvement agreements, and other applicable planning and legal documents;
Oversees the collection of data on land use, transportation, development patterns and related matters based on present and future conditions, including recommending solutions to problems or conflicts;
Uses computerized modeling techniques, including forecasting and capacity analysis to determine impact of current development proposals on existing conditions;
Serves as an advisor to the work of subordinate staff when assigned in conducting long range and current planning activities;
Prepares staff analysis and presents same to municipal advisory boards and municipal Commission committees at public meetings;
Administers municipal development ordinances for compliance;
Explains policies, procedures and regulations to the public, developers, business organizations, contractors, and architects as related to adopted and proposed planning related documents and programs;
Assists entry level planning employees and other staff members, as needed, with review of projects and interpretation of regulatory standards;
Prepares and makes presentations before citizen groups and commissions;
Performs, represents, and exercises judgment for the Planning Department in the absence of the Director or Planning Managers;
Determines the appropriateness and validity of data for use in various projects and makes recommendations for additional data collection as needed;
Coordinates the work of outside planning consultants, including comprehensive planning, current planning and transportation planning;
Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
Attends meetings, conferences, workshops and training sessions and reviews publications, websites and audiovisual materials to become and remain current on the principles, practices and new developments in assigned work areas;
Responds to citizens’ questions and comments in a courteous and timely manner;
Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
Performs other duties consistent with the role and function of this classification.
MINIMUM REQUIRED QUALIFICATIONS
Bachelor’s Degree in Planning, Architecture, or a closely related field; and
Extensive (at least 6 years) experience in planning or related field; or
Any equivalent combination of knowledge, skills, and abilities necessary to perform the work.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of the current principles and practices involved in urban planning, including Bozeman subdivision regulations and zoning ordinances as well as Montana annexation and planning statutes;
Thorough knowledge of land use theory, urban design, economics, finance operations, land use laws, demographics, environmental design, resource development and ecology;
Thorough knowledge of subdivision platting processes;
Thorough knowledge of the methods used for citizen involvement in planning projects;
Substantial knowledge of data gathering and research techniques;
Substantial knowledge of cartographic principles and methods;
Substantial knowledge of GIS, Power Point, and computer usage;
Ability to coordinate staff, public and board meetings;
Ability to comprehend community goals, policies, and objectives;
Ability to make sound recommendations based on available data and current policies;
Ability to read and interpret statistical tables, charts, and graphs;
Ability to work independently with little supervision;
Ability to simultaneously apply multiple policies and programs to a single project;
Ability to read and interpret architectural and engineering designs and specifications:
Ability to read and interpret topographic, geologic, hydrological, and vegetation maps and plans;
Ability to make public presentations on complex planning designs and municipal operations and represent the organization in a professional capacity;
Ability to communicate effectively with others, both orally and in writing, using both technical and nontechnical language;
Ability to understand and follow oral and/or written policies, procedures and instructions;
Ability to prepare and present accurate and reliable reports containing findings and recommendations on all facets of planning operations;
Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks;
Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;
Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
Ability and willingness to quickly learn and use new skills and knowledge brought about by rapidly changing information and/or technology;
Ingenuity and inventiveness in the performance of assigned tasks;
Consistently performs assignments in accordance with the City’s Core Values of Integrity, Leadership, Service and Teamwork.
REQUIRED SPECIAL QUALIFICATIONS
Membership in American Institute of Certified Planners (AICP) is desired and preference will be given to AICP members;
Preference will be given to Registered Landscape Architect (RLA), or members of the American Institute of Architects (AIA);
Valid Driver’s License (must obtain valid Montana Driver’s License within 60 days of employment);
