Job Description : As the chief business and financial officer, the Vice Chancellor of Administration and Finance is responsible for and serves as principal advisor on all financial and operational affairs of the university. This position establishes clear priorities and practices that ensure fiscal accountability at all levels. This position provides leadership to the budget development process. The Vice Chancellor is responsible for the long-term planning and forecasting of existing and potential new revenue streams and funding opportunities, in partnership with the Chancellor and other institutional leaders. The Vice Chancellor provides leadership and vision ensuring the university’s financial success and mission fulfillment. Supports student success. Supervises the following areas: Physical Plant, Information Technology (IT), Business Services, and Financial Services.
Duties and Responsibilities
Lead and oversee budgeting and financial planning for MSU-Northern, making recommendations to campus and system leadership.
Be responsible for long-term planning and forecasting of existing and potential new revenue streams and funding opportunities, in partnership with the MSUN Chancellor and leadership team.
Proactively and accurately present the University budget, financial and administrative issues to diverse constituencies, including the Montana Legislature, Montana University System, Board of Regents, Commissioner of Higher Education and members of the public.
Make decisions concerning policies, procedures, priorities and the allocation of resources in support of the mission and strategic plan.
Supervise and assist leadership positions within the Administration and Finance to effectively manage the daily operations under this position’s responsibility that may include: Physical Plant, IT, Business Services, and Financial Services.
Develop and oversee controls, policies and procedures for all administrative areas on each campus, including but not limited to the core areas of responsibility mentioned above.
The VCAF serves as a member of the executive teams of the MSUN.
Additionally, this person leads and/or serves on other committees as assigned.
Required Qualifications – Experience, Education, Knowledge & Skills
BA in finance, business or related field;
Record of progressively increasing responsibility for financial and business operations in higher education, public administration, or in an organization of significant size and complexity;
Demonstrated ability to develop, analyze and implement effective and innovative budget, financial and administrative strategies;
Evidence of being innovative and creative, particularly related to solving complex business and financial problems that lead to cost-savings, revenue generation, service enhancements, or other types of value-added innovation;
Ability to effectively collaborate with other executives and leaders in strategic planning, budgeting, and organizational management to achieve organizational goals.
Preferred Qualifications – Experience, Education, Knowledge & Skills
MBA
Administrative/executive work experience in higher education
Demonstrated facilities planning and construction project experience.
Demonstrated understanding or management of information technology operations.
Demonstrated experience with Banner software as the financial reporting system.
Knowledge of, and experience with, collective bargaining processes and unions
CPA license, or other related-field certification or credential

Title IX Coordinator
The Title IX Coordinator is responsible for coordinating the University’s compliance with federal and state discrimination and harassment laws, including Title IX. The Title IX Coordinator oversees compliance with the University’s Discrimination and Grievance Policy. Specifically, the Title IX Coordinator:
Coordinates educational programs and trainings regarding discrimination and harassment prevention for students and employees;
Responds to and seeks to resolve reports of discrimination and harassment following the Procedures;
Provides information about and, if requested, assists with criminal reporting;
Provides information about resources for obtaining advocacy, healthcare, and counseling services; and
