Special Information:
This position is responsible for coordinating and helping implement all aspects of the Wildlife Habitat Improvement Program (WHIP). The program was established during the 2017 Legislative Session to annually fund up to $2 million of large-scale wildlife habitat restoration projects across the state of Montana through competitive grants. Funding grants specifically involve noxious weed management projects that serve to restore high priority wildlife habitats. WHIP grants are primarily funded through Federal Aid Wildlife Restoration Act (i.e., Pittman-Robertson) funds and matching funds provided by the grantees.
Position will require conducting field work that may involve traveling 500 or more miles in a day, overnight stays for up to a week at a time, outdoor work in inclement weather, hiking with field equipment for distances of up to 10 miles daily in mountainous or uneven terrain, operating all-wheel drive vehicles in uneven terrain, and repetitious detailed vegetation measurements. Position may involve mentally stressful situations including work deadlines, multi-tasking over complex projects with communication interruptions, dealing with agitated people, making presentations to large groups, and communicating/enforcing program requirements. Position will also require extended periods of detailed office work including writing grants, agreements, and reports, answering calls, and reviewing and evaluation of grant applications.
Additional funding characteristics unique to this program will be provided to interviewees for this position.
Identity of applicants who become finalists may be released to the public if the Department deems it necessary. Employees who exceed 1,040 hours in a calendar year are also provided health, dental and life insurance. Other benefits include retirement, paid vacation, sick and holidays. This position may be covered by a VEBA (Voluntary Employee Beneficiary Association).

Job Duties:
The Wildlife Habitat Improvement Program (WHIP) Coordinator position serves two broad roles – 1) administering the business functions of the program and 2) providing project guidance and expertise on wildlife habitat vegetation functions, restoration needs, and related weed management strategies and treatment outcomes. Major tasks related to the business functions include establishing an annual grant cycle and assisting applicants with grant applications, establishing, and maintaining a grant software application and grant layout for WHIP, staffing the WHIP Advisory Council (which ranks grants and oversees the program), assisting with environmental analyses, submitting funding applications to the U.S. Fish and Wildlife Service, administering expenditures and related accounting. Major tasks related to the wildlife habitat and weed management side includes serving as a technical resource to prospective grant applicants on wildlife habitat functions and related impacts of noxious weeds; conducting field visits of project areas to determine adherence to the terms of awarded grant agreements and to evaluate effectiveness of project treatments through vegetation measurements and other field techniques. The coordinator will represent FWP and the WHIP at constituent meetings, make presentations, and communicate program details and accomplishments through a variety of media, including written reports.

Qualifications:
Knowledge, Skills, and Abilities (Behaviors)
KNOWLEDGE: The position requires adept ability for English writing and grammar. The incumbent in this position will need to become knowledgeable of the principles and practices of business administration, contract administration, laws and regulations, database management, website development and management, and outreach. The position also requires knowledge of native vegetation and noxious weed issues. The incumbent will need to become knowledgeable of weed impacts on wildlife habitat, weed behaviors, and management techniques, and associated noxious weed (state and county) laws and administrative rules; use and properties of various herbicides; benefits and risks of various chemicals; application and safety equipment; use of biological control agents and other control techniques; proper application of integrated weed management, including livestock grazing management strategies; vegetation survey procedures, methods, and statistical considerations; and state and federal environmental assessments. The person in this position will need to become knowledgeable of the principles and practices of implementing and operating weed districts, local community weed projects, and associated collaborative processes.
SKILLS: An incumbent with the following background is preferred: project planning and monitoring; accuracy, efficiency, and independent judgment; negotiation; developing and maintaining effective working relationships with a variety of individuals and agencies. Incumbent will need to develop solid skills in the use of various data management, word processing, and presentation software (e.g., WebGrants, MS Word, PowerPoint, Excel, etc.), standard office equipment; administrative and organizational skills; and excellent written and verbal communication skills, as well as the use of vegetation sampling and evaluation procedures; plant identification, identification of non-target chemical damage; evaluation of grazing and land management practices; and evaluation of results of weed control methods. A valid driver’s license is required. This position interacts extensively with the public and industry and must possess well developed customer service skills. Must have the ability to effectively describe multiple regulations and the associated requirements, conditions, and timeframes for which the applicant must abide to be successful. This position works closely with department staff across several program areas.
ABILITIES: This position requires the ability to prioritize, initiate, and manage project details; adapt methods and processes to changing state and federal requirements; and establish and maintain effective working relationships with a variety of professional, governmental, and land management parties. The incumbent is required to become qualified as a certified pesticide applicator in the category of Demonstration and Research.
Minimum Qualifications (Education and Experience):
The knowledge, skills, and abilities of this position are normally attained through a combination of education and experience equivalent to a bachelor’s degree in an agricultural, range science, biological science or related field with course work desired in areas such as chemistry, particularly related to agricultural chemicals; plant identification; biology and ecology; pest management; invasive species, particularly invasive terrestrial plants; and agricultural production, range management, soils or physics. The position further requires 3 or more years of job-related experience.
