Job Description : The Weld County Department of Human Services Employment Services Division is searching for a seasonal Crew Leader that directs and supervises a crew of 6-10 at-risk youth, ages 14 & 15, in a variety of labor-intensive work projects that benefit the communities of Weld County. Works with a crew of TIGHT or AmeriCorps program members on work sites providing leadership and guidance and implements risk management activities. Demonstrates organizational skills and a positive work ethic to foster both the short term and long-term goals of individual crew members.
The Weld County Department of Human Services (WCDHS) employs over 450 workers, who have the skills, passion and drive to service Weld County citizens in 31 incorporated municipalities and across almost 4,000 square miles.

The program areas of WCDHS help individuals make life-changing decisions and assist with emergency, quality of life issues daily. Area Agency on Aging (AAA) – Helps maintain an individual’s independence and dignity in their home and community by planning, coordinating and advocating services to aid and protect our at-risk older population.
Assistance Payments – Aids individuals and families who qualify for financial, medical and food assistance.
Child Support – Provides services to include testing for paternity, establishing court orders for child support and enforcing child support payment obligations
Child Welfare – Work with families to assure safety, permanency and wellbeing for children and youth. Assess family, child, and youth needs to provide appropriate referrals for services in an effort to strengthen families and minimize harm to children.
Employment Services – Offers employment opportunities, training, career planning, job skills development, workshops, job fairs, vocational skills assessments and child care related services.
Family Resource – Assists individuals and families with supportive services surrounding the areas of post adoption, promoting healthy and intact families, child abuse prevention, public assistance navigation and community outreach.

The Ideal Candidate for the Department of Human Services, Employment Services Division will be someone who possesses the following traits:

Seasonal position May 1, 2022 – August 31, 2022.
$22.93 – $29.05 per hour.

This range encompasses the nine pay steps available should you receive the position and demonstrate satisfactory performance over time.

Essential Duties and Responsibilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Lead a work crew of at-risk youth from the Weld Works 4 Youth program on a variety of job site performing tasks necessary to complete work projects that are primarily labor based. Work alongside crew participants teaching skills needed to perform project work. Ensure work projects are completed with accuracy and on schedule. Monitor individual project development and manage risk to ensure crew member safety. Effectively communicate with project sponsors and report project outcomes to the Youth Programs Coordinator.
Assist in the process of establishing individual participant short term and long-term goals to include educational, employment and personal development goals. Support each team member to achieve mutually identified goals. Monitor, track, and document participant progress according to program guidelines.
Work in close relationship with partner agencies such as child welfare, probation, pre-trial services etc. Provide updates to partner agencies and support the overall department goals of the program and agency.
Transport crew members to worksites and other training or supportive services appointments in a County vehicle. Ensure that crew members arrive on time and regularly to appointments arranged through the program.
Perform as a role model for participants by exhibiting good communication skills, positive work ethic and quality workmanship. Promote the development of teamwork and conflict resolution skills. Engage program participants to increase basic Life Skills through the facilitation of available trainings. Collaborate with community members to provide training to support the goal. Teach and mentor youth by example with the goal of delaying or eliminating the need for out of home placement.
Build strong relationships with individual project sponsors. Track project data and results and ensure project sponsors are satisfied with each crew. Maintain ongoing professional relationship with all sponsor agencies and businesses. Assist Youth Programs Coordinator with developing new project sites, tracking and reporting for grants, recruiting members, and scheduling trainings for crew members. Meet program goals including standards established locally, by the state and or federal government.
Calculate and log identified program outcomes which include volunteer hours, environmental impact, and cost savings for sponsor agencies and/or communities of Weld County. Accurately establish and maintain files that include all required documentation, attendance and progress records with necessary signatures, relevant dates, and outcomes. Ensure file information is consistent with data entry system.
Support Youth programs within Employment Services to achieve common goals. Schedule, coordinate, and facilitate Career Pathways initiatives. Collaborate with employers, community partners, local school districts and other youth serving agencies to establish Career Pathway initiatives designed to engage out of school (dropout) youth and/or non-traditional students.

Qualifications

MINIMUM QUALIFICATIONS
Education:

Minimum requirement of a High School Diploma or equivalency.
Successful completion of an Associate’s Degree is preferred.
Equivalent combination of education and experience may be considered in lieu of degree.

Required Work Experience:

Two years’ experience working with youth, preferably in human services, youth corps, youth corrections, youth counseling or an educational environment to include coaching team sports.
Must be able to work outside in all weather and perform physical work activities.

Work Experience Substitution:

Satisfactory completion of a Bachelor’s Degree may substitute for one year of the required work experience.

Required Skills and Abilities:

Must possess a valid Colorado Driver’s License and adequate Liability Insurance. Must provide own transportation and be willing to travel throughout Weld County. County vehicle will be provided to transport youth participants.
Must have an acceptable Motor Vehicle Record (MVR) Report.
Must pass Human Services Background Checks. Background checks include CBI/FBI fingerprinting and will continue to be monitored throughout employment.
Must pass a pre-employment physical screening.
Must pass a drug screening. Ongoing random drug screens may occur for all employees required to drive County vehicles.

Preferred Skills and Abilities:

Knowledge of the construction trade and skills using basic hand tools and equipment.
Ability to keyboard at 35 words per minute.

ADDITIONAL REQUIREMENTS:
Ability to enter data into several different computer programs. Ability to learn and apply new computer skills on a regular basis. Knowledge of computer programs such as Microsoft Windows and Word, Excel, and Outlook.
Ability to read and comprehend instructions, correspondence and department policies and procedures. Ability to write correspondence.
Ability to effectively communicate in one-on-one and small group situations to customers, clients and other employees of the organization.
Ability to apply math concepts and calculations in the work environment.
Ability to apply common sense to problem solve in a work environment.
Ability to adapt to fast paced, high volume and ever-changing work environment and be able to handle high stress situations.
Adhere to strict confidentiality guidelines and appropriate release of information.
While performing the duties of this job, the employee is regularly required to talk or hear. The employee may be required to sit for extended periods of time and is frequently required to stand and walk. The employee must frequently lift and/or move up to 60 pounds and must occasionally lift up to 100 pounds. The employee frequently is required to use their hands and reach with hands and arms. Specific vision abilities required for this job include close vision, distance vision, peripheral vision, and ability to adjust focus such as that used when using a computer or reading.
