Job Description:
The Oregon Department of Land Conservation and Development (DLCD) is seeking a qualified candidate to fill one full-time, permanent Natural Hazards Planner – Floods (Planner 3) in the Planning Services division.
While the position is based in our Salem office; agency staff are currently working remotely to the maximum extent possible. Once DLCD offices reopen, agency staff will have the opportunity to request a hybrid remote/office work arrangement. The position is represented by the American Federation of State, County, and Municipal Employees (AFSCME) union.
DLCD is charged with helping communities plan for, protect, and provide a high quality of life for all Oregonians. In partnership with community members and local governments, we foster equitable, inclusive, sustainable, and vibrant communities, while protecting our natural resources legacy for current and future generations.
What You Will Do
The person in this position be the coordinator for the National Flood Insurance Program (NFIP) in Oregon, which includes technical assistance to and compliance review of local governments participating in the NFIP.
Specific duties include, but are not limited to:
Flood Hazards Program Administration
Assisting and Reviewing Local Governments
Education and Outreach
Technical Advice
Department Representation
Contingent Duty – Disaster Recovery

What We Are Looking For
A Bachelor’s Degree in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field; AND
Three (3) years of progressively responsible planning experience related to the job.
Note: A Master’s Degree in Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field may substitute for one (1) year of experience.
OR
Six (6) years of planning experience related to the job.
NOTE: Course work in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field can substitute for up to two (2) year of the progressively responsible experience. A copy of your transcripts must be attached to your application to receive credit. Use the charts below to convert semester and quarter hours to months.
Candidates who are the most competitive will have the following:
Experience in floodplain regulations
Certification as a floodplain manager by the Association of State Floodplain Managers
Experience in or knowledge of local government planning, especially experience with land use planning
Lived or professional experience serving individuals from historically and currently underserved and under-resourced communities
Spanish language fluency. Individuals with fluency in other languages are also encouraged to apply

The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS. Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS.
