This position is with the Oregon Department of Fish and Wildlife (ODFW) located in Salem.

What you will do:
Work with the Willamette Basin Water Coordinator to develop a Willamette Basin Reallocation implementation strategy, including development of a plan for instream flow protection. Coordinate with other Oregon departments, local and Federal agencies, businesses, advocacy groups and tribal governments to further reallocation implementation efforts.
Develop, design, and implement instream flow and water quality studies using most appropriate method for the Willamette and statewide. Analyze instream study results and water quality data to determine flow and water quality necessary for fish or wildlife.
Convene and/or participate in technical working groups consisting of state agencies, federal agencies, and scientists to evaluate flow targets in the Willamette watershed. Conduct technical analyses and evaluation of complex water right applications, transfers, and reservations impacts on fish and wildlife and their habitat. Use hydrologic and hydraulic modeling techniques for decision making (including PHABSIM, SEFA).

Working Conditions
Work takes place in a typical office environment. Some work is outside, including working in inclement weather, in cold, swift streams.
The person in this position must have the ability to work under demanding conditions with short timelines and maintain a high degree of accuracy when performing quality assurance for agency staff.
Public speaking, meeting attendance and contribution is required.
Occasional overnight statewide travel is required. Some travel in all types of weather.
Occasional long hours and meetings involving complex, controversial and sensitive technical and policy issues and legal actions. Requires the ability to resolve problems and negotiate settlements as part of interagency meetings, public hearings, and administrative proceedings with public and private entities and individuals.
This position requires a flexible work schedule that varies in the number of hours worked on a daily basis, but not necessarily each day, or a work schedule in which the starting and stopping times vary on a daily basis, but not necessarily each day. Position is not eligible for overtime.

Criminal Records/DMV Check

We are seeking applicants who meet the minimum qualifications and have the following skills and experience:
Minimum Qualifications:
Three years of biological/ecological/hydrological experience performing studies, research, or resource management activities in a fisheries, hydrology, water management, stream ecology, or related field with a focus in instream flow or hydrology. At least one year of the experience must be at a technical or professional level in a fisheries, hydrology, water management, stream ecology, or related field with a focus in instream flow or hydrology performing activities such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities; AND
A Bachelor’s degree in Fisheries Science, Hydrology, Water Management, Stream Ecology, or a closely related Bachelor’s degree with a focus in instream flow or hydrology with at least 45 quarter (30 semester) hours of related coursework, or three additional years of experience performing studies, research, or resource management activities in hydrology, water management, fisheries, stream ecology, or related fields with a focus in instream flow or hydrology.
A Master’s degree in Fisheries Science, Hydrology, Water Management, Stream Ecology, or a closely related Master’s degree with a focus in instream flow or hydrology will substitute for up to one year of the required experience.
A Doctorate degree in Fisheries Science, Hydrology, Water Management, Stream Ecology, or a closely related Doctorate degree with a focus in instream flow or hydrology will substitute for up to two years of the required experience.
Requested Skills:
Research and experience in both hydrology and fisheries
Experience using hydrologic and hydraulic models
Understanding and use of PHABSIM modeling software and/or System for Environmental Flow Analysis (SEFA) modeling software
Intermediate to expert GIS experience
Experience working with climate change data
Working knowledge of statistics as applied in ecology, hydrology, and/or fisheries
Experience, knowledge and training in river mechanics, geomorphologic processes, hydrology and fish biology
Understanding of Oregon water law, prior appropriation system, and ISWR rules and statutes
Knowledge of state and federal statutes and regulations pertaining to water, including instream flows, water rights and water quality
Experience presenting on technically difficult or controversial issues
Understanding of the Willamette watershed including its hydrology, fishery resources and/or water infrastructure
