Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness
The Government Affairs Department of the Los Angeles Homeless Services Authority advocates for effective policies and increased resources at the federal, state, and local levels and facilitates local planning and systems change efforts to reduce and end homelessness in Greater Los Angeles. Under the direction of a Policy Supervisor, the Policy Analyst will be responsible for a broad range of activities related to federal, state, and local policy and legislation pertaining to homeless persons and the programs that serve them.
Essential Job Functions
Conduct research of homelessness, housing, and service programming trends and best practices aimed at reducing homelessness more effectively. Translate this research into polished written material and presentations for internal and external audiences.
Provide guidance and technical assistance to internal staff and external partners on policy issues impacting homelessness in the Greater Los Angeles CoC.
Act as a liaison between the community, policymakers, and community partners on policy issues related to homelessness.
Represent LAHSA at policy-related meetings, including, but not limited to, long-term planning for services for people experiencing homelessness and interagency networking.
Prepare reports to the LAHSA Commission and other governing bodies as needed.
Identification and analysis of system gaps and opportunities to support alignment across service systems.
Collaborate closely with the Legislative Affairs and Community Engagement Units on a variety of projects, including providing educational materials to elected offices and responding to motions from the Los Angeles County Board of Supervisors and Los Angeles City Council.
Other related duties assigned by the Policy Supervisor.
Knowledge, Skills & Abilities
Demonstrated ability to generate policy memos, briefs, and reports.
Demonstrated meeting facilitation skills.
Knowledge of systems and programs that impact homeless persons and homeless program funding sources, regulations, requirements, and procedures.
Experience with program development, implementation, and evaluation processes.
Ability to think creatively and strategically to solve complex problems, with the ability to quickly grasp concepts and apply them in problem solving.
Strong knowledge in how to track legislative and budget activities using a variety of online resources.
Highly analytical, detail-oriented, thoughtful, and intellectually curious.
Excellent written and verbal communications skills, including the ability to communicate technical information clearly and effectively to non-policy-oriented audiences both in writing and through public speaking.
Excellent and demonstrated proofreading skills.
Well-organized, detail-oriented, and excellent analytical skills.
Demonstrated ability to work independently while managing multiple tasks/projects.
Experience in documenting, analyzing, and synthesizing information, including meeting notes to track action items and generate reports.

COVID-19 Vaccines

This requirement is in response to the public health emergency and is intended to reduce the spread of COVID-19 among LAHSA employees, our stakeholders and those we serve – it will remain in effect for the duration of the public health emergency.

Medical/Dental Insurance LAHSA pays a portion of the premiums for medical and dental benefits to all full-time employees and their dependents. AFLAC Supplemental Insurance LAHSA offers this voluntary supplemental insurance to all full-time employees. Plan options include personal accident, personal cancer indemnity, personal short-term disability, and personal life insurance plans. Most premiums are pre-taxed and paid 100% by the employee through automatic bi-monthly payroll deductions.
ADP Flexible Spending Accounts LAHSA offers employees this voluntary flexible spending account plan through ADP TotalSource. Employees may elect to participate in dependent care or health care expense accounts. All premiums are pre-taxed and paid 100% by the employee through automatic bimonthly payroll deductions.
LegalShield Legal Benefits LAHSA offers this voluntary legal benefit which provides access to quality law firms. Other benefits include personal, business and pre-existing conditions medical advice, 24/7 emergency assistance, letter and phone calls on your behalf, legal document review and standard will preparation. All premiums are paid 100% by the employee through direct payment.
VPI Pet Insurance LAHSA employees may purchase pet insurance through VPI. This insurance provides a financial safety net for unexpected veterinary expenses. All premiums are paid 100% by the employee through direct payment.
Life Insurance LAHSA pays 100% of premium for $50,000 basic life insurance and AD&D coverage through ADP TotalSource.
Voluntary Life InsuranceEmployee may purchase additional life insurance through Lincoln Financial Group for themselves, a spouse, and/or dependent children. Employee benefit may be elected in increments of $ 10,000 not to exceed 5 times your annual salary or $500,000 whichever is less. Guarantee Issue amount: $100,000.
Long Term DisabilityLAHSA pays 100% of premium for long term disability coverage through ADP TotalSource.
State Disability/Unemployment InsuranceLAHSA participates in both state insurance programs.
Pension PlanLAHSA provides a 401A pension plan through Lincoln Financial Advisors Corp. After 6 months of employment, employees are eligible for contributions of 5% of employees’ salaries with a qualification date of 500 hours or 6 months after date of hire.
Vesting schedule: 3 years = 100%, 2 years = 66%, 1 year = 33%
**Temporary status employees are not eligible for 401A.
Deferred Compensation PlanLAHSA provides an optional 457 Deferred Compensation Plan through Lincoln Financial Advisors Corp. Employees may elect to defer up to $18,000 per year of their earned salary for income tax purposes. Deferred earnings are not taxable until the time of withdrawal from the plan and/or retirement.
VacationFull-time employees accrue vacation leave at a rate of 2 weeks (10 days) per year, with an additional week (5 days) increase after 5 years of employment. Maximum accrual for vacation leave is 200 hours.Sick LeaveFull-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual for sick leave is 160 hours.
Personal Sick LeaveFull-time employees may use up to forty hours (5 days) of sick leave per calendar year for personal use. Personal sick leave can only be taken if the employee maintains a minimum of twenty-four hours of sick leave.
Paid HolidaysFull-time employees receive 12 paid holidays and 1 “floating” holiday per calendar year.
ParkingEmployee parking is paid by LAHSA in an established nearby garage. Employees may elect to take public transportation which is also covered up to the amount of the company parking lot.
