CMAP is our region’s official comprehensive planning organization. In this position you will join fast-paced, thought-provoking, and diverse team that develops innovative and timely information to support decision-makers on the current and future state of the region’s transportation system. Your involvement and input will help to ensure that transportation funds in our region are spent in a timely manner to address the region’s safety, resiliency, and equity priorities while ensuring compliance with state and federal regulations
An Assistant Analyst shall support the programming team with the development and implementation of CMAP’s Transportation Improvement Program (TIP), a $79 billion program of all federally funded surface transportation projects in our seven-county metropolitan Chicago region. Administration of the TIP is critical to CMAP’s role as a Metropolitan Planning Organization (MPO) and is an essential component to advance the region’s comprehensive plan, ON TO 2050, and its principles of inclusive growth, resilience, and prioritized investment.
ESSENTIAL FUNCTIONS:

Working with the programming team to ensure timely execution of all work on the nearly 2,000 projects that make up the TIP and to help promote policies and projects to broader audiences including our partner agencies and the general public.
Assisting in coordinating with local, regional, state, and federal governments, transportation agency officials, and engineering/planning consultants to ensure the timeliness and accuracy of day-to-day TIP updates.
Participating in developing program and project recommendations regarding transportation planning and programming issues for the MPO and the region that will further the implementation of ON TO 2050 and the TIP.
Crafting and updating training materials, technical guidance and documentation of TIP procedures and processes for the region’s transportation programming agencies, other partners, and the public.
Assisting in preparation of staff recommendations to multi-disciplinary groups including the Tier II Consultation Team, the Transportation Committee, the CMAP Board, the MPO Policy Committee, and the general public.
Facilitating external and internal communication orally, in writing, and in presentation form under guidance from senior staff.
Supporting project teams with analyses, preparing recommendations, and reports.
Aiding in the preparation of agendas, meeting notices, meeting notes, minutes, and correspondence.

EDUCATION AND EXPERIENCE REQUIRED (an equivalent amount of training, education, and experience will be considered)

A bachelor’s degree with coursework focused on public policy, public administration, planning, or related fields (e.g., engineering, economics, statistics, etc.) is required. Master’s degree preferred.

KNOWLEDGE, SKILLS AND ABILITIES including competencies that may be representative but not all inclusive of those commonly associated with this position.

Understanding of transportation programming and MPO activities as required and guided by relevant chapters of the Code of Federal Regulations including Title 23 (Highways), Title 40 (Protection of the Environment) and Title 49 (Transportation), the Americans with Disabilities Act, the National Environmental Policy Act, and other federal, state, and regional directives.
Understanding of transportation programming from a federal, state, and regional outlook.
Ability to produce clear and concise written documents with guidance from senor staff for varied audiences.
Ability to establish and maintain effective working relationships with colleagues, community or civic leaders, public sector officials and staff, partner agencies and organizations, and the general public.
Understanding of how to use large, complex data sets and articulate their limitations.
Ability to assist in research, data collection, analysis, and visualization work as needed.
Ability to assist and collaborate with other CMAP travel demand modeling staff to support transportation air quality / conformity work.
Knowledge of urban and/or regional planning and an understanding of transportation-related air quality considerations.
