Job Description : Opportunity at a Glance: The Village of Orland Park, a dynamic, progressive, growing community seeks an Assistant to the Village Manager to assist the Village Manager in providing a variety of routine and complex technical and administrative work in the administration of the Village government.
The Village Orland Park is a premier community located 30 miles southwest of Chicago’s Loop with a residential population of nearly 60,000, and is the commercial and retail hub of the Chicago south suburban region. Orland Park continues its wave of growth and prosperity from a historic, rural community to a dynamic corporate and commercial center.Key Responsibilities:

Regular and consistent attendance is required for this position.
Assist in the coordination of the activities and planning of village operations with departments, other governmental agencies and other organizations. Assist in the development of short and long range plans; gather, interpret, and prepare data for studies, reports and recommendations; coordinate activities with other departments and agencies as needed.
Advise, support and assist department directors with development of cost estimates for capital projects, or other projects/purchases that require a bidding process/contract.
Determine methods of procurement including evaluation of the appropriateness of sole source and emergency purchase requests.
Research, develop or assist with the development of specifications and scopes of work for construction and maintenance/service contracts and professional service contracts. Assist department directors with compilation of bid specifications and publishing of bid requests and/or requests for proposal.
Conduct review of bids submitted to Village by various contractors/vendors to determine compliance with bid specifications, financial status/abilities of contractor, contractor performance on similar projects, etc. Assist with contract negotiations.
Provide recommendations of bid award to department directors. Assist department directors with drafting of Committee agenda items requesting approval of bid award.
Upon approval of award by Village Board, assist department directors in obtaining draft contract from contractor/vendor for Village and outside legal review. Also assist in obtaining all other necessary documents from contractor/vendor such as performance bonds, letters of credit, certificates of insurance, etc. Upon completion of a project assist in the closing of the contract.
Track progress and status of all applicable contracts.
Communicate official plans, policies and procedures to staff and the general public; make presentations to supervisors, boards, commissions, civic groups and the general public as assigned.
Prepare a variety of studies; reports, and related information for decision-making purposes; conduct research, analysis, and prepares recommendations regarding proposals for programs, grants, services, budget, equipment, etc.
Assure that assigned areas of responsibility are performed within budget; perform cost control activities; monitor revenues and expenditures in assigned area to assure sound fiscal control; and assist in the preparation of annual budget requests.
Evaluate work procedures, training programs, schedules, and workflow; study and recommend policies and procedures to improve efficiency and effectiveness of operations.
Provide administrative assistance to supervisor in meeting management; assemble background materials, prepare agendas, and record action items for various meetings.
Prepare drafts of speeches, presentations, resolutions, ordinances, contracts, administrative policies, etc., as assigned.

Qualifications, Knowledge, Skills: KNOWLEDGE (of):

Working knowledge of the principles and practices of modern public administration.
Working knowledge of human resource administration.
Working knowledge of modern records management techniques are needed.
Knowledge and proven experience with Microsoft Office is required.

Solid analytical skills are also required.

*ABILITY (*to):

The ability to create and analyze spreadsheets is required.
Ability to accurately record and maintain records
Ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials and the public
Ability to communicate effectively verbally and in writing.
The ability to work in various departments in the Village is required.

Compensation & Benefits: The salary for this position is $72,550-$101,569 Annually depending on qualifications. The Village of Orland Park offers a comprehensive employee benefits program which includes an HSA, PPO and HMO offered through Blue Cross, Blue Shield of Illinois, dental, vision, life insurance, and an employee wellness program.
