Position Overview The Division of Family & Community Services is seeking to hire a dynamic administrator and independent and critical thinker who is organized, detail-oriented, strategic mindset, and a motivational leader with the ability to communicate vertically and horizontally to oversee Basic Supports Unit for the Department of Human Services. The Administrator will evaluate and control the administrative aspects of the statewide Food Assistance, Title XX and Emergency Solutions Grant Programs and Sections. The Division’s mission is to assist Illinois residents by connecting them with public assistance programs and services. Through its programs, services, and prevention efforts, the Division improves the health and well-being of individuals and promotes self-sufficiency and integrity of families of Illinois.
Job Responsibilities 1. Serves as Basic Supports Administrator.
2. Serves as full-line supervisor.
3. Evaluates and controls the administrative aspects of the statewide Food Assistance, Title XX and Emergency Solutions Grant Programs and Sections.
4. Implements standards and procedural guidelines for the total management process of the state and community block grant services function.
5. Organizes and implements monitoring designs and schedules for programs.
6. Plans for the effective utilization of program monitoring resources.
7. Coordinates the eligibility determination process and approval of reimbursement for the Donated Funds Initiative Program to verify compliance with Federal and State regulations.
8. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications 1. Requires knowledge, skill and mental development equivalent to completion of four (4) years college with course work in social or human services field.
2. Requires prior experience equivalent to four (4) years progressively responsible administrative experience in a health and human services organization
Preferred Qualifications (in priority order) 1. Four (4) years of professional experience developing processes, procedures, and guidelines for implementing programs for a public or private business organization.
2. Four (4) years professional experience planning, coordinating, implementing and evaluating support services for a public or private organization.
3. Four (4) years of professional supervisory experience managing personnel, assigning work, providing guidance to subordinates, recommending and/or implementing counseling and/or discipline activities following collective bargaining agreements, training staff, and approving time off.
4. Three (3) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
5. Two (2) years of professional experience developing and implementing strategies for allocation of federal/state funding for a public or private organization.
6. Two (2) years of professional experience developing, reviewing, and analyzing budgets for a public or private business organization.
7. Two (2) years of professional experience planning for the effective utilization of program monitoring resources for a public or private business organization.
8. Two (2) years of professional experience developing, interpreting, and ensuring implementation of state and/or federal statutes, policies, and procedures for a public or private organization.
9. Two (2) years of professional experience administering a large human services program for a public or private organization.
10. Two (2) years professional experience reviewing and analyzing program, fiscal and operational reports.
Conditions of Employment
1. Requires the ability to travel statewide with overnight stays.
2. Requires advanced proficiency in Microsoft Office Suite.
Work Hours: Mon – Fri, 8:30am – 5:00pm
